Why do so many fate grind? Efficiency. People don't like feeling like they are wasting their time doing something sub optimal when they could be doing something more effective just as easily. Or for dps classes, 100 times easier.
Want dungeons to be what people do the most? Make them the most rewarding time investments. Nerf fates without fixing the otherwise existant problem of there flat being too few quests and not enough to do to level and watch how fast ARR joins 1.0 in the graveyard of dead things nobody cares about anymore.
