I think "giving one up" would mean we only get 2 this expansion and then 2 next expac meaning we will eternally be "behind" one ultimate.

It took long between ultima and TEA because they pushed the fight back one tier. Considering that was the second expac with ultimates at all AND they got shut down by a pandemic for half a year, I don't think we necessarily need to start being cynical yet. Honestly, I liked that they were gonna have the second ult be in 5.5 because that means that there was actually going to be something worth using that relic you've been grinding for a year on since normally it's basically just for amusement since the savage tier is a patch and a half old by the time you get it.
Edit: Oh, it wasn't actually pushed back a tier. I guess it was just a while between 4.4 and 5.1
If I remember right, the reason was "player feedback", they argued players don't wanna have as many ultimates because they need more time to clear them. Which later changed into "we only have 1-2 devs capable in the industry of doing these ultra fights, so they don't have the capacity anymore".
They should just be honest and say 1 per addon then from now on, instead of telling raiders a 2nd might maybe come/maybe not - and get them all hyped and geared up in preparation, so they keep subbing to unlock the raidtiers etc. and then they get no content lol. It is a bit much ambiguity sometimes.
While some hardcore raiders want three per-expansion, that's just very unlikely because they only have so many people capable to do savage raids in the first place, along with their work schedules to do three savage tiers and an ultimate may take one of those out of the future rotation. Some of them them don't just do savage, they do extremes or the full-alliance savage DRS things if you seen their body of work during Famitsu interviews. Basically end-game designers can sure have a lot on their plate.
Like the guy who designed UCoB is no longer on the team, people don't always account for turnover. So they had to bring more designers up the savage ranks over the last expansion. Like YoshiP won't let someone to do a savage 4th floor unless they have experience of the 3rd floor kind of things. The designers for Shiva and Gaia were first-time on the 4th floor.
It's probably one of those "we think we could do 2 but we won't know for sure until we get to June 2022 kind of things if we are still behind on content" so they just keep stringing along.
Personally, I'd like to see more variety with the ultimate format. There're things they could do that would take less resources, and require less commitment from the players than a traditional 18 minute boss medley. Something more akin to an ultimate EX trial would be cool, and would even be a bit more accessible for people newer to ultimate.
I wouldn't like a 30 minute Ultimate. I would still try it but ugh... Endurance is a form of skill its just not one I enjoy as much I guess. I'd prefer two, with different themes, and of course the real reason I do Ults besides them being Epic fights, two shiny weapons instead of just one.

Let's be honest here. They don't want to announce only one Ultimate because it guaranteed a lot of raiders will simply unsub afterwards. Stringing a second or even third along keeps those players subbed because they have to be prepared in case it actually happens.
They say things like that to earn brownie points with their fans, but the way they run the game and their actions in the past don't really support the notion. They're a company running a subscription game, and it's within their interest to keep you subscribed for as long as possible. There have been multiple instances where they've decided on a delay or cancellation well ahead of time, but didn't actually notify the player-base until the proverbial last minute.
Agree. Is one of those "don't pay attention to what they said but to what they do". FFXIV has quite a few system that are just there to try to keep you sub as long as they can. However, FFXIV is also designed to make returning "easy" (at the same time GL trying to do content no longer popular) compare to other MMO's.

The highest clear rate server is a whopping 11%, or was as of this post. Probably higher by now. The average looks to be somewhere around 4-5%\
Edit: And this is clears only, so overall participation (without clear) would be higher.
Not everyone logs though so data is inaccurate.
