If the mounts were obtainable through wolf marks, people would do frontlines, not Feast.
I haven't played Feast in a long time, but I actually played it a lot during its first 4 seasons, before it got changed.
During the first 2 seasons, mounts as a rewards weren't introduced yet, and the PVP community was very small. That's when they tried to attract more players into the PVP scene by making exclusive mounts from season 3 onwards.
Quite a few new players started playing because of it - thanks to the Garo event as well - and the queues got shorter, making the Feast a more enjoyable experience overall since you didn't have to wait for hours to get a match.
Now mind you, I think trying to attract more players by giving them a carrot on a stick is a terrible idea.
But due to the state of the game, I think that's a necessary band-aid for ranked PVP.
The problem lies, in my opinion, in the playerbase itself. FFXIV is a casual game and as such attracts casual players. The amount of people who actually enjoy being challenged and being better than others is really small, even more so in the PVP scene.
No competitive PVP mode will ever be successful in this game, no matter how good it is, because the playerbase simply isn't interested in being competitive.
