The Number of Seals and the number of quests and the difficulty of the quest are not the problem.
The problem is there is no specific chocobo related content required for obtaining a personal chocobo and that is weak.
I would rather have quests/activities later to bond with my chocobo like they said in the preview thing. It's like the opposite of 11's in that it is usable immediately and get attached to it after you can use it, which I approve cause walking everywhere blows.

You guys forget one thing.
People wanted chocobos for travel only because there were no prior options for traveling beforehand, you're now getting it.
People are now bitching that there is no epic questline to obtain said chocobo. Once again you forget that this is Just targeting the traveling problem. Your content that includes chocobos will be included further down the line.
Consider this: Rental chocobos are the slower than Company chocobos. Devs have already stated that chocobo raising will come in some form and in my opinion will be more taxing on time and resources than company chocobos. From what they are stating, chocobos will be able to do battle as well eventually.
This means choco raising will involve raising either or both:
1: Chocobo stats for battle how much it can attack for, endurance level etc)
2: Speed: I have no doubt that personal raised chocobos will be even faster than company chocobos, since you have the option of focusing on raising its speed.
Don't complain that theres nothing to do with chocobos right now. The main point of this update was to allow faster travel, and thats what you are getting.
By the time noobs hit level 10, they can easily afford a chocobo ride by renting one.
By level 20-25, they can participate in the escort quests to get more seals. Depending on the restriction of how many people can participate/ how often you can do this/ the reward of escort quests, players will be able to afford the company chocobos quite easily enough. I suspect by level 30, most, if not all, players will have a personal chocobo of their own simply by doing the escort quests, then rank 25 dungeon quest and whatever new company quests get introduced in 1.19.
Level 50 folks who have access to completing the darkhold quest will have a much easier time in this regard simply because they have access to a higher level quest that offers more seals. They also have access to the lower level escort quest which they will be able to solo easily enough.
The one thing that is the unknown factor is the company induction itself. If i recall from NPC chats, getting into a company will cost X amount of seals, which I'm betting will be quite low. There is a chance it could be 1000 seals or it could be even 250 seals, I don't know, we'll find out in 1.19.
I have a feeling that once you get inducted into the company, your rank will rise from recruit to whatever the next level is. However, there is still a chance that the possibility of induction simply locking you into a company. This means you might have to spend Y amount of seals to rank up to something other than a recruit.
Either way, you can bet your chocobos that there will be tantalizing equipment that will become available to purchase once you are fully inducted. It'll just be a matter of deciding what you want first.
I'm fine with is costing seals, but it should cost WAY more that a measly 3,000.
You're gonna cry when the Grand Company quests may give you only around 50-100 Seals and telling yourself why you didn't preserve your 1'000 Seals =D
I can't stand when people who are ignorant about FFXI think that we want something like XI because we want something a little difficult and maybe a quest for it. I don't think anyone wanted to wait 8 hours, trading one gysahl green an hour to a sick chocobo, to receive the ability to ride a rental chocobo. People just wanted a quest with a little lore. sheesh.
We dont want a Super long difficult epic quest line with 8 hours of content and an impossible boss fight or anything remotely like that.
We just want A QUEST.
We do not want to simply buy our Chocobo. We do not want to do a bunch of entirely unrelated activities to earn a secondary currencery to buy our Chocobos.
We just want a freakin quest that explains why there are now Chocobos where ours came from and how we earned it's trust.
Buying your Chocobo for what WILL be a very common currency is not fun in any way. The Travel problem was solved by rentals. We don't need more things just thrown at us without being incorporated into the world.
But you seem to want chocobo's and related quest for them to be so difficult that it takes an epic raid quest for a full party of R50+ to obtain... Thats sillyness for the acquisition of basic ground transportation. I'm sure a lot of people wouldn't mind a quest to be involved, but nothing that will prevent people in their 20's from getting one.
I expect there to be an epic quest for say owning an airship.... but a ground mount, no.
The quest in XI was a bit too much imo :\ I gave up on it quite quickly when I looked at all the details online. I didn't have any problem with renting one since I basically went from crag > camp or Outpost > camp.. couldn't use chocobos in Sea or Sky so going thru the trouble of getting my own chocobo personally didn't seem worth it. Also, I'd like to add, does anyone remember how long FFXI was out before they added chocobo raising to THAT game? lol I believe that's a point everyone has failed to bring up.
Either way, they're eventually going to add it and that's been said for a while now. Everyone just like to complain about everything. These forums make me so sad sometimes.
Oh and btw, stop doing the r25 dungeon with 4 r50s and complaining that it's easy lmao stupid people.
Again, this is just the starting point for travel options. If you want a comparison, take world of warcraft. I haven't played it in years so excuse me if I get a few things wrong. From what I remember, you get access to a mount around the 20s (i think they lowered that even more now) that gave you 60% speed. Further down the line, you could by mounts that had 100% speed, and even further more speed/flying etc etc.
What the devs are introducing right now are 2 variations of chocobos, one that is timed at 10 minutes and is slow (but faster than walking), and another that has no time limit and is faster than rental.
You're right though, this isn't one of those "how I earned its trust" chocobos. These are wartime steeds that are given to those who earn it. Remember, NPCs have said there aren't enough chocos to go around. The reason why is because companies are in dire need of steeds to give to their forces. When you become a member of a company, you are able to earn a chocobo through quests/missions/escorts by earning seals, the currency of the companies. This currency says, hey i'm not just some random dude who joined up for the sake of getting my own chocobo. You earned those seals, so you earned that chocobo allotment.
The quest that explains where your chocobo came from IS chocobo raising, which is NOT being implemented in 1.19.
Are you trying to say SE chose the easiest possible route to do sonething?! A content addition so minimal that not even the most pessimistic of players could have seen it coming?! Surely this is the first feature ever that doesn't live up to FF-standards! Oh yeah it's kind of a trend with XIV developement and has been for the past 13 months. Not saying we should be ok with such low standards but I wonder if there really is anyone listening at all?
We have no idea how many Grand Company quests you have to do to rank up again, and some may even force players to infiltrate some of the beast tribe strongholds.
Honestly this will most likely be so much better than the long quest that people had to do to gain a personal chocobo. Also chocobos will be used in battle among other things in the future, so can we not complain about an introductory phase for something EVERYONE wants?

go to Jeuno, buy guasebit grass from the AH, "feed" a chocobo for however long that quest took (it was ten years ago, I forget). Yay you have "Proven your worth" through mighty sitting on you butt and not falling asleep (if you felt like sitting in game the whole time, I didn't I went and did something fun)
Personal:
Go to Jeuno (when they first released) buy an egg, go to one of the main city's stables, give them your egg, log out and come back in a week or month, Yay you now have a personal chocobo...so very challenging
Maybe, but werent personal chocobos that were purchased slower than rentals, unless you went through a decent breeding process/other things? Besides, we'll have plenty of time for things like that when we get to train our Chocobos for battle or whatever else they have planned.
not at first, orginally it was just luck of the draw if you got one of the colored ones. (you were more likely to get a colored one from a drop, than the purchased, but I still got a red for a purchased egg) Actual attributes to the chocobo didn't come until Breeding and Racing were introduced.
When XI first introduced personal chocobos they didn't have breeding that came in a later patch.
edit: Oh yeah and the actual attributes for you chocobo were affected by how much time you spent(wasted) in actually going and talking to your chocobo while it was still a chick. if you spent no time with it, it was AS fast as a rental, not slower.
Companies chocobo's are already raised to be used in war and set aside for company members, which is why they are faster than rentals.
Chocobos from eggs were just born and aren't as strong as a rental chocobo, which has had much more exercise.
Thats my reasoning for it anyways.

In-game time, years have passed (which makes events seem crazier since they're celebrated for an entire in-game year.

Not that any of that is relevent because Most FFs didnt even give you a personal chocobo you had to catch a new one every time.

But the seals you need to buy a chocobo issuance dont just magically pop into your inventory when you create your character, you have to work for them. Thus you have to work for your chocobo. You have to work for rental chocobos too, a whole 10 ranks of work :P.
Except you forget the part about needing seals and having to get a rank up through quests in order to get your chocobo. Sorry you are not a new player but if you look at it from a new player point of view there is enough progression before you get your own chocobo and the quests will be at their level.
Yikes, some angry people around here. :/ If it makes you that angry why not try doing something else for a while? To me the mount is just a means of getting around faster for those who have passed a certain point in the game. Why do you think they grouped the announcement together with information about airships? As a new player I know that it takes a fair amount of time to collect a few thousand seals.

You seem a lot more interested in complaining and being negative, than in enjoying what is essentially a fun game. Why not try lightening up a bit, instead of posting over and over again about how much something you've never seen or done sucks?
This is Final Fantasy, a Chocobo is and has always been more than a Mount. Your supposed to have a relationship with the thing that build over time. That's why they are implimenting all those features.
To simply buy a chocobo makes it A chocobo not YOUR chocobo.
The world of Ivalice, which is somewhat similar to Eorzea, says different. These are still company trained chocobos. Maybe they should've changed the name from personal to Company Chocobo. Either that or think of it as purchasing a pet. You buy a baby animal, and then over time you bond with it and you become inseparable.
Anyway, if you dont want it, just rent chocobos until breeding is in game, then go from there.

Work for the company, purchase your insurance that allows you the ability to ride and own a chocobo (and it seems to be more than liability so no worries there), then "bond" with it over time by giving it a name and training it once that feature is implemented.
