Sounds like you have a toxic relationship with the content itself. If efficiency is your concern, you should be running with a premade group. Expecting efficiency from a randomized group of strangers is flawed from the outset, and that applies to all levels of play in this game.
If incrementing an arbitrary and ultimately ephemeral number in a video game database is enough of a 'reward' to justify dehumanizing other people, you might want to dwell on that for a bit.

this would be a terrible idea, while it would make the roulettes themselves quicker, the waiting times would most likely more than double (and probably quadruple for dps), not to mention that it goes against the intentions of said roulettes themselves

I don't think ELO is necessary for this game, but I can see why someone might want to have it. Sometimes, you want to see how you stack up vs. other players, or just have a greater chance that you get matched with similarly "skilled" (maybe?) players, and this would just be another way to give players that. Considering the "spaghetti code," this would have to be implemented as a separate system, so we'd likely get something like "Duty Finder (ranked)."
Harassment notwithstanding (and being completely un-allowed, may God help you if you think you can get away with even mentioning such a thing in conversation in-game), it would be a feature looked at primarily by certain kinds of players while most others ignore it, and, unless it offered some kind of reward for doing them (which it likely would not offer any particular reward), I can safely say that I would be in the front yard of my FC Estate, continuing to perfect the angle of my postbox for the 14th time.
