I would agree with your idea, it would make much more sense than what we have now. If I was an Ishgardian right now, those "helping adventurers" look more like a threat rather then help, lol XD

Revenant's Toll didn't change in a matter of days though, people had plenty of time to see that if they were playing back then. Here we're talking about a single phase being over in a day. And yes, screenshots may be around, and luckily I've been told only one counter changed from phase 1 to phase 2, but still it's way too fast.
It's ok if an event it's temporary and the person who haven't played that period miss it (I missed old Idyllshire and that's ok because I wasn't playing that period so it's on me). It's not okay if you miss it just because you aren't able to play every single day.
But does that really help those that are living on the street and have nothing to eat? Because if you have a zone that have like maybe two to three shops and the rest is housing then I doubt that this would give many people work. And the money will then go to the already established shops. Of course they could in turn take in more employees but that still does not change the home situation for most.
So having a zone with new houses for the poor people (maybe with a few families in one house) and a place to eat and then get a few shops there to get more people to work and improve the economy is imo a much better way. And if a lot of adventurers are helping they might find a new part of the land and give them houses there. (Or maybe in story there is so much material still left and thus the adventurers built their houses next to that zone themselves)
I’ve had this running theory in my mind that regardless of server effort it’s going to be time gated and all servers will get the housing ward at the same time anyway.
The other day I saw this new thing called the "Internet" which allows people to connect their computer to another computer somewhere else on the world, and then they can send message, share photo, etc. and I thought : what if we put a game on a connected computer and people connect to this computer to play together, and the game state would be persistent since this computer would stay turned on, which would allow for more long term game mechanic or something. It would be crazy, imagine the possibilities!
