Your wording bothers me but yes. Blood weapon does not trigger as soon as you activate it, there is a delay from pressing the button to when the buff is applied, or that the duration of the buff is not the full 10 seconds.
Delirium and Inner Release do not have this issue.
So how can anyone say BW is operating "fine," and that there's no need to ask for it to be fixed in a simple QoL change for it?
