MP requirements haven't changed though. Even before ShB MP costs were just a percentage of your total MP. The only thing that's changed is the maximum value. Plus Lucid Dreaming is now on a 60 second CD so you don't need to be as conservative about your casting.
This thread is a perfect example of my I've put this macro on all my tank classes.

Because tanks don't like REGEN on pulls, but want REGEN during fights, so either need to micromanage good timing, or don't use it.
Perhaps, but that's just my style. I'm not the type of healer that will slap on spells "for safeties or just in case" so to speak. Could I slap on a regen pre-fight? I guess. But I'd rather be performing an action that brings greater value at the current time and place than one that doesn't do as much.
You will have your regen. Believe me. Just...not needlessly, is all.

Regen is on the GCD. Which means that any other oGCD heal OR afflatus skill should be used before using any of your GCD healing toolkit (that includes regen and medicas). For WHM that means that assize, bene, tetra, asylum, solace, rapture, and any of your co-healer's oGCD toolkit should be considered before you bother to cast regen. In the current content those are way more than enough so regen goes unused.
I always use regens when necessary, what annoys me is when the other healer proceeds to top people off despite there being no imminent threat. Thanks for throwing me straight to overheal, bud.
I still use it, but new WHM abilities have made it a lot less important and I don't worry about its uptime nearly as much as I did in the past.
