When you consider that they actually think it is ok to sell boosts to skip both content (main story quest) and leveling rather than to fix content bloating (or shortage when it comes to leveling alternative jobs), it is not very surprising to see such designs.
At this point the isssue isn't even the tomestone cap, but rather that the fact the ilvl based gear at endgame doesn't bring anything to ffxiv considering how little content is released at endgame and how little impact the gear actually has on gameplay (compared to some other ilvl based games). The ilvl at any given level should be normalized, and the difference between gear either cosmetic (just design super flashy gear for savage or something like that) or based on the stat repartition (just like in GW2).
