First off, Pugilists aren't tanks anymore (by design, they can still be used in that way in some cases). So that's why they aren't getting as many "evasion tanking" skills, because they're DPS now.
Secondly, Making Pugilists broken isn't the way to make them "useful" because they already are. About the only thing I do agree with is that Pugilists could use an MP Restore ability that isn't tied to anything like dodging an attack or setting up a combo. Or really, that Monk could use it because Monk seems to have multiple MP draining modes that you can have up all at the same time.
Or maybe they could just de-nerf the cooldown on Featherfoot, I don't know. Something.
OP clearly has no idea how to play Pugilist. Also quite clueless about what skills it already has.

Well you should never forget lvl 50 won't be the max level, so if they planned the current battle reform with that in mind (It seems they did) Pugilist/Monk will get more Elemental Fists as they level, so we will probably end with a full elemental array of enhancements to maximize our dps.
Also at the moment if you are trying to get a edge on your dps it's simple: if fire fist aren't effective.. use earth, even if the enemy isn't weak to earth, almost all the time he will be weaker to earth than to physical dmg (ifrit example), also in bosses just use earth of fire fists when doing a strong WS or combo, unless the enemy is really weak to them or you will run out of MP fast.
Ifrit proves to be quite fun and challenging as Pugilist, I've beat it quite a lot of times, if you use earth fists just to enhance the damage of WSs (mainly howlist fist) you will never run out of mp (when he's in enrage and does triple jumps you can easily recover 150-300 mp).
As it is now, Pugilist is great imo. It's true it still lacks some combo's for raid content (when howling fist in in CD :p) as we generate TP really fast and we should get more elemental enhancements, but i'm kinda sure that monk and level cap raise will fix that ^^.
Not to mention Haymaker has a pretty high chance to stun the target, making positioning for combos easy even when soloing.
My favorite is still Featherfoot->Haymaker *stun*->Pounce *stun* -> Demolish -> Howling Fist (or just sucker punch)
Keen Flurry -> Featherfoot!
