Technically speaking a 300% increase would mean it is now 400% of the original value whereas increased to 300% should mean that it is now increased from 100% to 300% meaning 3x the original value. Who knows though...
I'm not sure if you understand. They are both using logic (that applies their own rules, which in case of English is grammar, etc)
In English ''Increased by'' means (and only this):
EX:
''You take something and ....increase it by.... adding something to it ''
Not the underlined part. That's the 100% (aka, the base rate)
What you are talking about is:

''You take something and ....increase it to.... something more''
Notice the difference in bolded parts? These 2 words have a different meaning.

I suppose it's a little more then basic English, so I can understand if someone is confused if they don't grasp the difference between the two.
English is only one of many languages after all.
Math however is different. Since we are all using the same system of math. It's still quite possible to fail at it (I fail at math a lot), but this kind of thing you get taught at the age of what, 10-11?

[A factor of 300%] = [x300%] , or well I suppose [n300%]? Well, whatever.
Point is, [increased by a factor of 300%] = [100% x 300%] = [x300%] =
Whereas for the sake of argument we assume [a factor of] = 1
If it's only been buffed to 300% then it's an outright nerf on gathering haul, though you'll spend less time on it at least. The only way cutting the time to 1/3 and increasing the spawn rate by 3 would work out is if there was no down time, which is actually most of the time spent as it happens. To even out the increase should be four or even five-fold if their intent was to allow people to gather more or less the same number of items but in a shorter time frame.
The JP version 従来の3倍に引き上げられます, if I read it correctly, says the drop rate has been increased to 3 times of what it was. So if it was 10% rate before, now it is 30% rate.

Having done all my favors every week, pre-patch, the amount I would gather every 5-set would be around 20 mats, sometimes just above, sometimes just below, for an average of about 4 mats/favor.
I've only done 3 sets since patch, but the amounts gathered so far were 16, 19 & 20. This is too small a sample to draw any meaningful conclusion really, but leans towards a slightly lower yield than before.
The set I only got 16 mats, for two favors I only got 1 mat, and the third I only got 2 mats. Luckily, the last two yielded 5 and 7 mats respectively. The nodes for this set were a little further apart, and as someone previously pointed out, the downtime moving between nodes is now even more significant.
People saying that the window is now too tight and if they aren't getting as many mats as before because sometimes they "have to afk for 30 seconds"; I'm sorry, but favors now really require 100% focus, I don't even reply to tells when the buffs active. If you have to afk for 30 seconds, this represents 10% of the buff time, and I don't consider your results seriously.
Just want to share my own personal findings with favors.
In 15 Favors, I managed to get 45 Void Nuts and 3 Heavensnuts. That tells me that, by spending 1 Red Scrip token on a stack of 5 favors, you'll get an average of 15 <Common Item> and 1 <Rare Item>. Though luck may see you getting more or less than that.
