It will be increments of 5% echo buff for SCOB coil turns, and increase by intervals of 5% until SE deems "enough people are clearing to warrant a stoppage in echo increase". This is exactly what they did for 2.2 when BCOB went to DF.
As far as the nerf goes, the only turn I can see them nerfing for the DF is turn 7....and we all know why lol. I'm not exactly sure what they could do to keep some semblance of difficulty though. The fight is tuned with a lot, but removing a mechanic will affect other mechanics in that fight drastically...
I dont know maybe they will stop the poison pools from happening? That is, if the turns even get mechanic nerfs at all. They could possibly nerf the potency of paralyzes in SCoB like they did with BCoB, but turn 9 is the only brutal para in the entire raid tier. I really hope they leave turn 9 alone. It is a very fun fight and my team is having a lot of fun farming the weapons so our group can all have i115's for FCoB.
