CC is crowd control. Sleep, Repose, incapacitates and fears count as CC (the last one being questionable as it depends on length).

Silence and Pacification in this game are faux interrupts. I call them fake because interrupts are not supposed to suffer from diminishing returns and are supposed to be in a category separate from stuns and blanket "shut down" statuses (stun, pacification, silence).

just got in a titan where a monk was doing 280 dps :| and these guys are getting a 10% damage buff in 2.1? :O

Utilty in this game is pretty bogus anyway. This is pretty much the only MMORPG I can think of where CC effects even work on bosses and that seems to be only done so that you've to pick 2 classes that can silence for High Voltage. If you want bogus utility, I'm sure it's easy to come up with an equally bogus encounter that requires Freeze or Apocostasis, so I'm not too worried about the utility or lack there of on a BLM, because nobody really has any utility to begin with as the game is designed with gimmick encounters to give the illusion of utility.

I can't believe X is getting a buff! Y is going to be completely useless and nobody will bring us to coil anymore! Y should stay the best in every way. If it gets nerfed I'm just going to level X.

You can fill in the variables and you have 80% of these forums lately.

Nobody is going to stop playing BLM just because they don't win the e-peen parse war anymore. Bard needs to deal less damage considering every single coil group practically requires one. The damage dealing jobs should be balanced around utility not just some DPS number on a parser.

edit: and its not bout e-pen. its about melees (with all their stuns, interrupts, silences ect) goin to do same dmg as blms (with well...no stuns, no interrupts, no silences (but ya...show me a boss u can sleep, pls))

1 Bard per group is basically always going to be a given thanks to Blunt Arrow and songs, you have it easy

Apocatastasis is good to use if someone has death weakness and is going to be hit by a fireball, that's a real specific circumstance though
