Indeed, the thing is though it's just funny how all of a sudden it springs back up. Everyone knows there's a latency (and animation) problem with this game, yet it somehow didn't prevent people from making ifrit their bitch for over a year after the in initial 'omg latency makes eruptions hit me from across the field!" cries of agony, but now that we needed to do it for Relic, it's suddenly becoming a 'prevalent problem.'
That's why you see people poking fun at people who blame latency or even mention it, because for the longest no one said anything about latency in ifrit being a problem in beating him until we need to beat him again for a different reason xD.
Most problem is the position check between client and server
Client: "Char moved out of the AoE range"
Server: "No, he is still in range. Eat the damage!"

Should be, since they said the massive amount of shaders is also part of the problem more so than server latency in regards to a lot of issues.
Watch the JP videos of Ifrit X and watch how fast they can use skills in succession, then try to do it on your client. They get them off so much quicker its insane.
This isn't just about dodging Ifrit skills etc... you can do that with insight np but there's nothing that can make up for how much quicker they can push through combos, buffs, etc. I'd assume the best JP DRG or MNK etc blows the best US/EU out of the water by a pretty decent margin.
You can also see this while gathering next to a JP, how their swings are closer together than yours are.
Hopefully this imbalance will be fixed in 2.0 because anything that is "very very challenging" for JP players may really be impossible for NA/EU if it remains like the current client.
He is the guy that demands server to be segregated between the JP and the rest of the world, his view is extremely biased.
