They dont wanna repeat what happened to Coil back in 2.0 where it mostly catered the 1% which makes sense from a business stand point since if they're gonna cater the 1% thats only roughly 60k (going by 6M players at the moment).
Take into consideration that theres a portion of those 60 000 that unsubs after their done grinding through content which I assume is pretty quick (judging if you spend 16-20 hrs of your day playing the game.)
From a devs point of view, its a balancing act for them to cater the needs of many and cater the needs of the 1%. Cant make it too hard that people shy away from it but not "2ez" that it only takes a day for the hardcore peeps to clear.
