That's why to me, it's mind boggling how those players can be when it comes to bringing the bare minimum to the table in group contents. Cultural difference? Probably, but I'd rather not question that further. In my case, I went big the first time I had the motivation to farm for those frags, evidently done with 2 of my friend & randoms that joins our farming group. Across all farming sessions, I think it's safe to say I've invested about 6 (six) hours in total from different days. The result? Now I'm running more than enough essences AND lost actions to last me all relics :o I had about 160+ counts of each essences except deep and pure essences by the time I run out of motivation, minus 5-10 from some frags I got on the way, and this is from several months ago. Up till now, I still yet to burn half of what I've farmed. A total of six hours translated into 'god mode' that lasts for months? Yass plss!
Do I expect another player to invest same amount of effort like that? Certainly no. Not everybody should do that, (evidently) I just suffer from that 'x99 Elixir Syndrome'. And yet it's easy to guess how much a player can make within 15m - 30m of farming plus how far it can benefit themselves--and indirectly, to players grouped with them.
Yep! It's a small amount of effort for a large amount of gain. Just getting a few frags at a time, maybe while waiting for CEs to pop, is more than enough. Heck, join a big party (just shouting "LFG fates!" is enough for me) and you'll be raking in frags, memories, etc, just from the other players around you doing what you're doing!
The boost to damage from essences isn't insignificant, though. Even if only a couple of players in a raid are using essences...if those players stay alive, then the extra damage they're dishing out does chip away at the time it takes to complete the content in question.
Some people using them is better than none, though the majority having them in play would be the ideal situation. I've seen that a couple of times now and the bosses absolutely melted.
I suppose it's just strange to me. A lot of the people who refuse to use essences seem to absolutely loathe the content in question and see it as a chore that, for some reason, they can't bring themselves to avoid engaging with...but then they're also not willing to work with other players to make it less tiresome for all involved.
Should be an easy problem to fix: give everyone the same baseline reward and add extra stuff (or improved chances) to players that put more effort. If you do everything you can to help, getting 5 of the needed items to progress your relic and/or a 100% chace of a field note sounds fair to me.

On what metric can you judge "more effort"?
Look at the healers, their best potion is not the one you get from DRN. If you base yourself on preparations, that's already the wrong way.
You can't judge on DPS either, it would be a toxic situation where 2 healers would DPS rather than healing teammates in need. You'd also see mages standing in AoE for an extra GCD.
At most, you could base yourself on survival like duels. Avoid every aoe and survive everything. Not using a potions would be a quick K.O. against raid wides.
It's not the ideal solution as it would be frustrating to the player dying again and again, at most they could be granted an Echo after too many K.O. but their rewards would be minimal.
One is bringing and using actions/items in general, another could be mechanics and the last one could be perfomance based in a metric set by SE. Anyway, there are enough actions/items to be healer independent on that content.
Will be perfect? Probably not but better than current status quo. Only thing you can't do IMO is giving less rewards, some players are doing their best and trying hard.
