Your last table doesn't add up. Between the second and the third you listed the same spells and same damage numbers but your total damage on the last table is 6896 compared to the second one with 5456, you also have a higher dps on the last one, which is rather strange since you take 3 seconds longer to cast the same spells.
Is the 270 shire rod or the alex rod the bis weapon?
Based on common knowledge. It has been known since the start of patch 3.4 that the shire rod is superior. Wasn't going to stay a mystery for long after seeing how messed up the stat destribution on gear was anyway and everyone losing faith in BLM and calculating with how much SS they would end up with...
Not only that but 1 weapon damage shouldn't cloud your eyes if 139 SS are on the stake. Not just because of its stat weight but also because of how it actually affects you in a fight. (With faster casts and giving you more freedom).
However I also did the math based on the stat weights from 3.3, which has generally (,somewhat skeptically) been accepted by the community.

Here are the stats of the weapons in question in combination with basic math.
Alex: 1 weapon damage, 99 crit and 136 Det
9.8+(99x0.2)+(136x0.16)=51.36 INT
Shire: 97 Crit and 139 SS
(97x0.2)+(139x0.38)= 72.62 INT
Those stat weights are wrong. Alex staff is better until someone proves otherwise.
