To be fair, upping the drop rate would probably push players to try extreme more often. At the same time, they want players to engage in difficult content more, and then they go "You see the mount you might want to do the extreme for, well, you have very low drop, and if you do it 99 times, you can have the mount in 8 month". Of course they won't bother. Mount should be the carrot that will push players into extremes, not the reward for those who're gonna do it anyway.
Sometime I feel they simplify things everywhere but at the place they should.
