Artwork for a new floating coliseum planned for construction near Limsa Lominsa, and for use in PvP.
For me the issue isn't that the city is difficult to navigate, it's just that it's boring going up and down. I love how LL looks, but I don't really like going through it. Weird. . . . (yes, even with porting within city).
I never said PvP was in Limsa only, but they are building a Colosseum in LL. Which is going to make it a PvP hotspot. Wherever else it's being implemented, I don't know. But LL is going to have some PvP. You're reading too hard into my post. I guess "based" makes it seem that way, but that was never my intention.
We get arena pvp (Collosseum) and area pvp (frontline).

Yeah i remember Limsa. It's the place that looked a lot cooler in the concept art, but ended up being a big letdown. Oh wait, that describes FFXIV in it's entirety. Whoops!
Limsa can rot
What is your issue with how players go about defeating a primal? It dosent matter what you like or dislike when it comes to other players doing content. Now alotta players have the weapon they want from garuda so what. Garuda's weapons are not that great and there are only maybe 1 or 2 even worth useing. Players are not doing garuda for 2 reasons, and that is they already have the 1 weapon they want and 2 most of her weapons are not worth the effort, and lets not forget garuda isnt very PUG (pick up group) friendly.
Long Live the great LIMSA!!!!
I think a big part of Limsa's barren-ness is that it was the only city in the Alpha (unsurprising considering it's XIV's analog for Japan, not unlike Windurst in XI). People who've been playing since then practically know Limsa by heart and those that haven't find its isolation annoying.
