The Free company Rank 6 req. Has been a thing since housing was introduced back in ARR. 30 day wait period for New Free companies was introduced with the lottery system.
The point is that there are still fc houses available thanks to those restrictions. It discourages people who are too stupid to read about the system or too lazy and impatient to fulfill the requirements. More houses for fcs who actually care about housing.
People who find it easy to make gil and who have nothing better to spend it on. It's not expensive to get to rank 6.
That's what I did for a friend on a JP world. He wanted to set up a FC to get access to FC actions. I'm good at making gil. So I made gil and bought Exarchic/Neo-Ishgardian off the MB to turn in once I had made Second Sergeant with my GC. I ended up overestimating the number of items needed to hit Rank 5 and we ended up at Rank 6 (which is fine, his ultimate goal is rank 8 for the improved actions but I only promised to help to get to 5). No, we haven't nor have plans to buy a house, I really don't feel like grinding out that much gil on a character that was just made to help him create and rank up his FC.
Honestly, SE needs to go back and reexamine how Company Credits are generated. I honestly shouldn't have been able to do that as a level 37 character. Participating in game play should be generating greater amounts of Company Credits than turning in Expert Deliveries. Crafting and gathering likewise need a nerf to the number of credits generated.
If participation in game play was the main way to generate Company Credits, it would be a lot more difficult for the shell FCs to get started.

If these measures weren't in the game, people would just go and make alts with fake FCs in like a day. They need some deterrents to prevent everyone from making shell FCs. If anything I think it needs to be more restrictive. You should need 10+ members to own a FC plot.
The propensity of certain people on this forum to dismiss users with different opinions, or more specifically, people who are critical of the game, is sad. No, I am genuinely mad over the housing situation and the "advice" people give to cope with it. That I come across very angry is to make clear the sincerity of my displeasure and nothing more.
On top of that, if I wanted to troll I'd be using an alt.

The overall lesson to be learned here is that one shouldn't blindly take advice from the public. Sure, if you're trying to decide which flavor of gum to buy, maybe you'll take the advice of your favorite video game community regular and choose a certain flavor. But when you're going to invest a reasonable amount of your own time, it's far better to make sure you know what you are doing, rather than to assume what you are doing is correct.
And as dad always said, WHEN YOU ASSUME, BRO, YOU MAKE AN ASS OUT OF U AND ME... BRO.
Unfortunately there is no genuine answer to how to get a house easily in this game, because no new player can just go about it willy-nilly that we could in games like Elder Scrolls Online or Rift; where personal housing is pretty much baked into the experience.
I'm sorry that you are having a bad experience with this part of FFXIV, and i would honestly suggest to not even worry about having your own house until the devs do something about at the very least the current pause on auto-demolition.
If you do not have a Apartment yet i would at least go for that to tide you over. :)
TL;DR. I'm assuming most of what you said can be summed up as "My post was pointless and I did it on purpose to get people to engage with me because I need attention" which you've made clear. Trolling nowadays is a lot more than calling names behind an anonymous account. Merely acting like you don't know anything because "people don't tell you" anything, when you've been playing long enough to get almost every class and job to 90 is enough to classify as trolling. Surely you've had to google some things along the way. Meaning you are not incapable of doing so now.

The OP created their FC the day they made this post and apparently immediately kicked those who had signed the FC petition since the OP is the only member of their FC.
Plenty of people know about patch notes but will never read them.
I heard some wards are now reserved for FC's and some for Private housing.

There is no shame getting help if such task is beyond you OP. Just recruit some actual people in the FC to help - that's what fee companies are for anyways.
It's too bad the billion dollar company can't fix a broken system they made forcing us to jump through all these hoops in order to access the ONLY FEATURE of the game you cannot access outside of a literal LOTTERY.
