Even if the moderators and GMs want to, my guess is that they simply don't have the flexibility or authority to engage with the player base in the way that many younger western players have come to expect from big companies.
It's not so much about cost and affordability, but more about process and authority.
In Japanese organizations there is usually a very clear hierarchy and chain of approvals for public communications and actions, which appears painfully slow and inefficient to non-Japanese.
Obviously I've had negative experiences too but I've played since ARR and basically have almost no negative experiences on Light EU ( tho I think I played on Chaos initially, I quit playing for a while and when I came back I made a new account long time ago ).
It was mostly the same in WoW too, the worst toxicity I experienced was in WoW Classic because they merged us with the Spanish and there was a ton of drama and fighting with them and they took over a bunch of channels and refused to speak English.
Whenever I see people complain about toxicity in English speaking communities tho it tends to revolve around NA.
I think that's more of an overall thing tho there's a reason why 99% of all drama online you see on English speaking platforms revolves around the US and US politics.
Even when it comes to political Streamers and Youtubers who are from the EU they still obsess about it and basically never talk about their own country because it's what gets an audience and attention.
I have a lot of problems with other Swedes particularly with how passive aggressive people can be, but on surface level at least it's a complete night and day difference and people are generally significantly more relaxed and less antagonistic and dramatic.
Throwing gigantic tantrums about your opinions and politics etc isn't something that is considered acceptable and you'll get ostracized very quickly for it.
And in my experience at least it does extend to most of Europe.
When I hear people talk about Japan it honestly sounds a lot like Sweden to me and my experience traveling in Europe at least.
And I really don't find it to be all that different ingame either.
Maybe it's just how my personal experience has been by chance but I really think this is a fairly consistent thing across just the internet and other games too in general.

It's not like studios located in NA don't prioritize their native country first or anything, oh wait.
And there's less of an excuse there because the teams are rarely only composed of people from NA, usually it's full of Europeans too ( same with movies, they're a combined effort ).

this is possible because we usually have one (or at most two) standard strategy in the form of macros, that almost everybody know how to do the mech, and respected it.
It usually whoever put the marker and macro first, the rest will follow saids stratagem and assign themselves to the roles (MT, ST, H1, H2, D1, D2, etc).
Or in case of PF, the leader will specify, so joiner adjust.
I'm not sure about NA DC since i never play there, but I heard NA DC player have some allergies to macro based strategy ?

1. Yes, they keep their toxicity and negativity outside of the instance, you wouldn't get a grief because you didn't do enough dps, died too much or wasn't familiar with a mechanic. But if you did "bad things" on purpose, you would be "banned" and no one would play with you.
No, you wouldn't make friends with everyone if you mean real friendship but yes, the game interactions are calm, polite and friendly.

The majority of JP players are okay, a bit better or worse of okay so there would never be a killed run because of that one absolutely not knowing how to play person or that one elitist jerk that will rage quit after the 1st wipe.
Indeed there're no debates or disagreements in DF and PF - there's always a general agreement how to do a fight, tactic macros and who drops them into the raid chat and if there's ABC groups or a need in a main/off tank, there's a general agreement about who does what.

5. Indeed. Bought 2 houses like that with about 6 months between the purchases. It's not because there are more houses than there are people who want them but because it's inappropriate for one person to have more than one house.
And still I moved to EU for EW because of the difference between 310 and 55ms ping. Really miss my old world but well... you can't have everything.
I spend a lot of time in Aegis and SEA before I move to Europe
1. We do point our finger in "public", we don't blame someone in game or in party. But we use DF very differently. In DF we expect everyone already know the baisc and mechanics. PF are where training and practice go. No we are toxic like very human on earth, we just don't let it out in game, come to our social media/forum (especially any internet place where you could hide you identity) and ready have your mind blown.
Generally, I think SEA/Oriental have a more helpful comminuty, I have receive help when I was a returner I struggle to fight some Quest mob and receive tons of help with players walk by. Where in EU I have been needing rez after a FATE boss and all the healer in the FATE just gone without a chase.
2. I have not done any savage since coil and have not done any EX after HW, like I mention eariler we use PF for training and expect everyone know the basic when joining DF.
3. I have not play with Marketboard in JP, but I rarely see anything crazy in my current DC MB as well

We are no different than NA/EU, but I was shock (in terms of EU culture). when coming to Europe, the local people give me a feeling "as long as I am within the rule, I am fine even being a jxxk". We are toxic too, just we tend to do it outside the game and this might look more "considerate" from a outside view
First: No, none of that is true. Any statement with "Nobody" or "Everybody" simply will never be true.
Specifically,
1) There are toxic people everywhere, but to be honest it is rarely with Japanese players, despite being on a Japanese server there are many people from many countries.
2) Eh. Check stat pages to verify this. I don't think they are any better than any other server. Rather, communities tend to gather in certain servers, so whichever one is the unofficial raid server is probably the better one? I don't do cutting-edge raids so I can't really comment beyond that.
3) It's about the same as other places. Why wouldn't it be?
4) There are ERP goings on here in Tonberry just like everywhere else. Maybe not as much as others, but it's there.
5) Certainly not true. Houses on Tonberry sell out within the day they appear, including when the entire new neighborhoods were made available.

It would be a boring place if everyone thought the same thing. Japanese people aren't drones and other than the unofficial "SEA" server, you probably shouldn't be on their server as they do discriminate. I'm not sure how many unofficial "SEA" servers there are but they do get annoyed with foreigners because honestly the culture difference is significant.

i think what it really comes down to is people on non-jp servers (especially na tho lets be real) have no fear of social repercussion on a community scale
if you overprice or undercut? that marks you as an asshole
drag down the dps and wipe the party? youre an asshole
buy up half the ward? asshole
all the above will lead to the jp community as a whole basically shunning you afaik.
I've been playing on a JP server, Atomos, since I started in 2014 if that gives any sort of credence to my response.
1. Japanese players aren't openly toxic or negative. They're toxic within their own communities in their own ways. It's there, just not shoved in your face the way it is on Western data centers. The only people I've seen be openly angry/rude/toxic are English speakers.
2. It's easier for English speakers to make friends with other English speakers since we tend to be the minority population and need to stick together. For that reason, most majority EN FCs not on Tonberry are picky about who they let in since a lot of us tend to be EN speakers living in Japan or who have lived in Japan and rolled on a JP server to avoid the behaviors associated with Western MMOs. Also, since we're a smaller community, having asshats in the FC is much more likely to give the FC a bad reputation, which is more important on JP servers than NA/EU.
3. "Free Market Competition" in JP economies is waaaaaaay less intense than NA servers. Our economies tend to be smaller and people generally don't undercut by ridiculous amounts to get things sold. I've seen videos of people on NA and EU servers talking about Make 10 Million Gil in 60 Minutes by Selling XYZ!". You might make 500K to 1M on a JP server. If it an item is priced substantially less than the rest, people usually buy it and relist it so prices are generally more stable, if lower than the rest of the world.
<EDIT> I just sold an Ao Dai, a fairly desirable item where I am, for 195K, which was slightly more than the lowest price when I listed since I wasn't in a hurry to sell it. </EDIT>
4. #2 is patently untrue other than the lack of disagreements or debate. Direct disagreement, ESPECIALLY in public, is a serious social faux pas in Japan so you won't see arguing about things in party/raid chat. You'll just see an abandon duty vote or if you're the problem, get kicked without anything said. That's considered more polite.
5. You don't see Japanese players making inappropriate social advances for the most part. The majority of public swearing and random sexual advances have been by EN players. Japanese servers are generally quiet in public spaces due to the cultural importance on respecting others' space in public. In private? That's a different story, but it's in private.
6. In the past there were always plots available in all the housing districts on my server. Now? Every single one is taken and there's competition for any that become available.
TL/DR: Japanese servers are Paradises for those of us who live or have lived in Japan and/or understand Japanese culture and respect the fact that NA/EU/OCE EN players are the minority immigrants in their world. Japanese culture is often 180 degrees opposite from Western culture so if you're not able to abide by the social expectations on a JP server it'll be absolute hell for you. Atomos is perfect for me, is the best server I've played on in any MMO, and I'll never leave it. If I were forced to play on an NA or EU server I'd quit the game and never look back.
Everywhere you go, you'll find people are people, and the same things you find here, you will find anywhere else. The key differences being cultures and customs, which do not always mesh. NA, OCE, and EU get along well enough because the cultures and values are similar, but the same may not be said for these regions and pretty much anywhere in Asia.
I'm not against the datacenter visit thing, but i understand their apprehension about whether or not to put it in, because it could be perfectly fine on the one hand, or just breed animosity on the other with the culture clash.
And no, the JP datacenter is not some mythical wonderland where people are great all the time and there's no problems. Because, as i said before, people is people.
How is that any different to how we treat people here? It's the same thing. There are lists both public and private. We know who the market griefers are, we know who uses gathering bots but there's really nothing we can do. The botting can be reported but nothing is ever done about it. The multiboxing market manipulation thing is also clearly a ToS violation but nothing is done about that. The best we can do is just say SHAME really loudly whenever we pass by said people. OR just let it be as we tend to do. Your moral code is entirely different than mine and as anybody else's so if we shun people for having a different PoV then we're terrible people. You just have to get gud or gudder at whatever it is I guess.
Japan and the rest of the world may have their own different cultures and expectations but at the end of the day, human is human and there's always going to be people who act differently than you. Whether you care enough about it to go out of your way to shun them is up to you, I know I don't.

Have not been on JP for many many moons because of ping after moving. If you are looking for perfection no place can be perfect, unless it is for you!
It is umm, either different type of bad or different type of good depending on how you view it. Will say that I prefer JP mentality over NA mentality after being in both places. Was quite culture shock because you hear about NA bluntness but people here have been more passive aggressive then any JP person I ever knew.
Bullying and toxicity exist in all places however without ruffling any jimmies again will say the kind of vitriol you experience on NA is very very different concept.. very different indeed.
If you are visiting JP server please attempt to learn the language, believe this has been said many times. Do not google translate we know and it is difficult to understand. There are JP who speak English well too, would rather you speak English then Japanese poorly.
In hopes am not responding to another troll thread what am attempting to say is if you wish to visit JP datacenter go for it, just be respectful and as you would hope to be anywhere and try not to have pre conceived notions. I feel like this is advice applicable anywhere though.

I keep a few japanese words and phrases on notepad so i can copy paste them when needed. I can google translate JP to EN but i will not answer a google translated EN to JP. I reply with 1 word or short phrases.
I also do not join PF if it clearly says JP Only. If it doesnt say JP Only, I will join and at least say よろしくお願いします.

Somewhat true. I used to clear everything through PF on JP server in the past and cried a bit when moving to EU.
You use DF to learn a fight and PF to clear or reclear. Clear party and reclear parties do feel way more consistent.
Most of the time, there is ONE strategy, and you'll stick with it until then end of time, even if a new optimized version comes up.

It's good or bad. I like having great structure for raids. But on the flipside so many times in dungeons we would do simple pulls when I barely see that in EU and I prefer the faster pace.
The JP server I am on is WAY more expensive that the EU server.
But I'm not a crafter, I don't make anything myself so I don't really care about undercutting personally

I think this has changed. I experience quite a few runs where the tank pulls wall to wall. But a few years ago it was more group by group.
But I've never been in a run where the healer (usually me) or DPS asks the tank to go faster or slower. It's usually quiet, the tank goes at his/her pace, and everyone adjusts.
Not sure how any datacenter could be considered a paradise. Just big warehouse spaces full of noisy servers..
