SE can add things to Viera, but in order to do so they need to add something to Hroth as well since they count as "two genderlocked races that count as one". SE shoot themselves in the foot with Viera/Hroth interactions because now they can't develop one without considering the other. If they add more faces to Hroth and don't give anything to Viera it'll be bad. If they add old hairstyles to Viera while Hroth is so limited, it'll be bad.
It's a lose lose situation in which the ones "suffering" the consequences are the Viera and Hrothgar players.
As much as I'd like to stay positive, the reality of the situation is that either both Viera and Hrothgar gets equal amounts of updates and additions down the line, which is very unlikely considering how SE handles those kinds of things, or they'll both not get anything and stay as is probably until 6.0.
Highlanders still can't have proper eyebrows even though there's highlander NPCs with it. The idea of giving Derplander's benchmark beard to players went way over their heads for God knows what reason.
We still don't have unlocked Hempen outfits for all the races, some of the most iconic head pieces in the franchise through AF are not available for Hroth and Viera, etc.
I wouldn't get my hopes up when it comes to Hroth and Viera for at least the next six months. With luck I'll prove myself to be wrong, but eh, been playing this game for many years so the pattern starts to get easy to figure.
