Look again at each of the things I listed earlier.
1. The collar shape
2. The placement of metal decorations and contrast-colour edging on the chest piece
3. The shape of the belt, and the decorative pattern on it
4. The shape of the skirt
5. The pattern on the hem
6. Additionally I've noticed that each outfit has a hanging "shield" on their hip. The Elezen's is on the left hip; the other three have it on the right.
I've also noticed now that (by my reckoning of the classes) while the coat designs don't follow the usual "one design for fending/maiming, another for striking/scouting" pattern.... the gloves, boots and probably the pants do.
The Elezen and Highlander have gauntlets and long boots with metal plates on the top of the foot.
The Roegadyn and Midlander have leather gloves and short lace-up boots. They also have some kind of white skirt under the surcoat but over the pants - we'll have to wait and see which part of the outfit it's attached to, but I'm guessing it's the pants - because the Highlander doesn't have it despite being otherwise the same.
But if all this explanation doesn't convince you, then let's turn this the other way around.
What are you seeing that makes you say the Roegadyn and Elezen have the same costume? Ignore the colour. What elements of the shape are the same for those two, and different to the others? Are you just expecting that there must be two pairs of matching outfits, and not considering that there might be three with the same?
