Because in the end horns are just horns, succubus or not. I bet you that many players dont even know what a succubus is, let alone that theyre females.
In the end they couldve also called it an incubus horn and no one wouldve cared. The item looks neutral, so why make 2 versions in the end when one version is enough for both?
Did you REALLY expect the devs to make a replica of the original succubus item that looks the same just so they can make a counterpart called incubus horns?
Theres one item which works fine for both genders, they had to pick incubus or succubus for it and went with the latter because we dont need to start using politically correct terms on every item in a goddamn game.
those horns are a bad example. The "painted fingernails" as you call them are beast claws btw. And depending on what youre going for, beast claws sure can be fine on a male char, so I kinda get why its not genderlocked.
Using items in a "out of the box" way to achieve crossdressing goals doesnt exactly prove your point that SE is supporting cross dressing. Using electric pink lipstick on your male char in the character customization
is simply them being too lazy to remove that feature and replace it with something else. Many things is simply SE being lazy otherwise you wouldnt find those contradicting examples you gave.
As for the "but theres male and female bunnies". Yes, there are...but its not a neutral full body suit of a bunny, its a sexy bunny outfit with fishnet stockings, high heels, panties and a corsage with an oversized ribbon attached to it. is something that heavily gets associated with women. Playboy bunnies come to mind. And theyre not males. Do I agree that guys shouldve gotten something else for themselves? Absolutely.
Do I think it needs to be an adjusted male bunny costume? No, absolutely not.

What sounds a lot like hating the male body are the constant patronising reminders that girls wearing pants is fine, but male characters in gear the developers specifically modelled for us is suddenly 'dudes in skirts' with all of the mockery that comes with it. Nobody mocks players with female characters who say they want to wear more pants or have fewer low cut sexy costumes, and rightly so. There's no vitriol shown towards female characters who wear masculine items like the fake moustache either. In this community, a vocal minority acts as though anyone without a female character having fun is committing a crime.
My point about the horns is that they have an illogical inconsistency here. The GARO gear is a bloated mess of gender locked clothes because they had to have separate names for the priest and priestess versions, even though the technology exists to just make them look different. I'm fine with them looking different if that's their vision; I look great in the male-only caster coat. We can't have bunny ears (not talking about the rest, just the hat) because they're too feminine (?!?) but we can have feminine horns with a feminine name and tiara? Ok then. They didn't have to make two items at all. Horns of the Void, Lust Tiara, there are plenty of lore-appropriate possibilities that avoided the feminine name. Obviously I don't mind it myself. I just think it's dumb in a world where bunnies are so girly they have to be locked away.
I wish female characters could wear the butler set, it seems like it is already fitted for female characters... just locked.
How about they make it equal by having more male gender oriented clothing come out instead of making most of it look like it's made for female players.(avatars)
More gender-locked sets please. I'm so tired of the effeminate unisex style (i.e. AST 3.0 AF/majority of dungeon sets) making most gear for masculine casters/healers unwearable.
I think sometimes it's a case of 'the grass is always greener.' I look at some of the sets and prefer the male version, even though I want my character to stay female. For example, I think most of the male Garo sets are much better than the female.

The artists clearly have to make separate male and female versions of everything already, allowing them to switch isn't possible except with the lalafells since the body shapes are identical. However this overlooks the need to make animations work with those gear types. In case you haven't noticed there is some jiggle animation in the cloth gear that doesn't exist in the rigid gear. I'm sure the walk/run cycles and emote control points is probably baked into each gear as well.
For the amount of time spent wearing any specific gear, I'm going to say that the developers likely don't see any point in doing this for anything but costume gear, hence why some of it is gender locked. It's locked because they didn't create a version for the other gender. Likewise with race-locked clothing, other than starter clothes I haven't seen anything else that is race locked.
Likely every piece of gear in the game has 12 "versions" of which the Hyur/Miqo'te/Au Ra are aliased over each other. So to allow "cross-dressing" per se would require 24 versions of every piece of gear, and that just isn't going to happen for every piece of gear because most gear other than costume gear is thrown away once you out-level it.
