I get the feeling that the amount that would quit because they can't advance the story will far outweigh those that will quit because a single story mission was nerfed. People still have their extremes and the like, so it's not as if there's no other content that requires skill.
This on the other hand blocks further progression in the story for those less able. People constantly go on about "this is a story-driven game", and that is what many have said they play it for. Block casuals (less able/effort) this early on in an expansion and then people can't get upset when SE start using Mogstation to sell even more things to make up the shortfall, putting stuff up that should be in the game in the first place.
Not nerfing it isn't going to stop the sea of shitty players you meet who can't be bothered in normal expert roulette runs and the like.
