If I know correctly the plan was for Louisouix to die halfway into the summoning to make sure the twelve primals don't in fact become reality, but the poeple did began summing the twelve as primals.
The way primal summoning works, everything can be a primal. If you are very hungry and have lots of crystals, wishing for a pizza could summon a primal pizza. But because recurring summons are a big part of what makes a final fantasy final fantasy, we will definitely have at least one old summon becomming a primal.
I want to believe you, but the world has all sort of crazies. Besides Greg didn't worship Enkidu as a god. He was his friend. Yet he still summoned him in primal form just by wishing he was there. And Phoenix simply came from the wish to save Eorzea from destruction. Nobody prayed for Phoenix actually.
Personally, I think the Four Fiends are pretty fair game for Primal designs. I mean, they're either gonna end up as primals or as bosses in an Alliance raid.
I just want Rubicante. Imagine him picking out a single player for an 'honorable duel', imagine that glorious exposed leg. Contain your orgasms.
Enkidu, I know they officially count him as a primal, but for lore discussing them I really don't feel he is relevant. He's the joke summon of a joke character in a storyline that pretty much entirely exists because it's funny :).
The ingredient in Primal creation that IMHO is most often not discussed is a soul, it's why a captured Ifrit or Bahamut or whoever is a big deal, the summoners can't just gather crystals and make another.
Ifrit, Titan, etc. are drawn from the lifestream by their followers prayers and given form through aether, Shiva, Pheonix, etc. use their own souls, either on purpose or inadvertently, as the foundation for the primal.
Makes sense to me, and explains why the overworked guy delivering carts of crystals who thinks he really deserves a pay rise isn't accidentally turning his delivery into the fearsome 'Sack of Gil: The Lord of frivolous spending!'

Doomtrain's been teased for a while. Could see it being one of the new raids, though not sure whether it would be the 8-Man or the 24-Man.
Rhalgr seems a distinct possibility too. With how the resistance tried to summon him once before already, I could see someone making the leap and going full Thordan/Shiva with it in Stormblood. Probably Griffon. Who is totally not Ilberd.
Other than that, I think that it would be pretty cool to see Hades.
We pretty much exhausted the most popular summons so far, so it's a tough decision what the Raid Tier will be.
I can see Eden for some FFVIII love and it's big enough to host a complete setting like Alexander and Bahamut's Coil was. It's also a way to get closer to the Space/Moon setting with possible references to Adel and Ultimecia as plot (mentioning Ultimecia, her castle as Raid could also work tbh, with her and Griever as final bosses and maybe Matoya as plot char).
Although my money's on the Omega Ruins which ultimately lead to preventing a calamity that could be caused by Omega although it would have a similar feel to Coil unless the structure completely changes after the initial allagan bits.
Also, since the magical raid number seems to be around 12-13, making something like The Great Crystal of Giruvegan a good canidate, tho implement the 12 Summons of Ivalice with a more Ascian driven plotline, akin to the SMN sidequest. Although this would make it a major main plot raid which they tend to split up at the moment (while Bahamut was similar, it's still possible to avoid coil).
Mentioning 12... The Main story could start chaining into various people starting to summon the twelve one at a time...
As for the 24-Man raids, lots of options from Pandemonium FF2 to Tower of Babil FF4
Real questions is when are "Summoners" going to get more egis? It's been long enough and at this point I'm thinking they will never be added.
I think the Twelve are be off limits for one reason to another (Mainly due to the lack of a Halone Primal despite the "True Brothers of the Faith" being the type of people most likely to do it), At best there possibility would still be there but any attempts would be aborted.
Of course Ramuh and Shiva are very Similar to Rhalgr and Halone and its possible that the latter might had influenced the primal versions of the former.
The Espers are ambiguous with one of them being a Voidsent in the Void Arc (Cuchulain) but another having an Egi (Belias) so I think a 1:1 relationship and them being primals are mutually exclusive.
China's Four Symbols? That will depend on what will be the mount for getting all the Lanners.
As far as new primals go, any myth is fair game pretty much, Existing summons made primals? I'd say that Ixion might be involved, As a parallel to Ralgr and Ramuh. More High profile ones would include...I got nothing. predicting the next raid is gonna be tough when you already used the two most high profile summons for raids and gave the third a FATE and a trial. Though Shinryu as a normal monster turn primal would be a decent guess.
I would not be opposed to the 'Four Fiends' being Primals/Eikons much in the same way as the Triad. I think they'd make for pretty interesting encounters in a similar side story.
FFX had some very interesting summons too, so the likes of Yojimbo and Anima could make an appearance. The latter, especially, would be perfect for a creepy encounter!
Then there's FFIX - which has a fair few Eidolons that could be inspiration for future battles.
I kind of hope they create brand new Primals, specifically for FFXIV. I want to see what they can come up with, without resorting to borrowing from their earlier works. It seems like most Pimals represent an element (Titan's earth, Ifrit's fire, Garuda's wind, Alexander's... something...) I'd like to see a Primal with divine properties, that wields holy magicks, unless Thordan and his Knights of Round have that covered. I can't remember.
The devs have discussed this a lot. I'll explain briefly but I suggest you do your own research. The devs cannot (will not) give SMN new egis because each egi represents 4 skills and a buttload of balancing. Even one new egi can change SMN drastically, which is why they decided to go down the trance route, and instead propose egi glamour for those who don't like the look of these 3 (supposedly releasing in 3.5).
Also... of the three egis, only one is ever used, if we had four, only one would ever get used, what a massive waste of resources that would be.
Alexander is Holy/Light-based, the FF version of divine stuffs. The basic primals are single element, Ravan and Bismarck were dual (or arguably tri for Bis) and the Warring Triad are ???. Making more dual element primals would be a good place to start, plus more Light/Dark primals would add some variety to the mix.

To those denying Rhalgr can't be one of the Primals we will face, mind you that Fernehalwes has been dropping the hint that is very well possible. To the point, he said something along the lines of "well, imagine there's a deity with the name Ifrit in X, but this Ifrit is a benevolent one, instead of a vengeful one. Then yes, you can have a Primal named Ifrit that is much different to the one we know."
Admittedly I'd love to see Ixion, but I find him hard to fit in stylelistically to Stormblood...

Well so far only one does ever get used so better off to overhaul the class and remove the egis all together less time wasted on making the models and more time focused on making the class. You can summon temporary ones that give a buff of some sort and attack for a short period of time and then vanish. Contagion is overpowered and has made using ifrit useless so no point in having any other ones in the game right? Having them stick around temporarily would fit more with the lore of borrowing the powers of primals then to have them out all the time. The class is in need of a massive overhaul because it was rushed out and this is what they could come up with for the class at the time.
I'd love to see Asura, Madeen and Yojimbo for the expansion. Cross fingers :)
Ifrit has his uses in that he has a stun (something the casters themselves lack) and party wide defense buff, he also parses ever so slightly more in most fights. And, he has his own DoT!
Contagion is still more useful as far as raw damage output goes to keep the DoTs up during Dreadwyrm trance, but Ifrit's far from useless.
....but, honestly, reworking SMN into a slow steady, burst caster verses the DoT mage with a pet that's an mini version may be better in the long run. Give us puppeteer or beastmaster for those of us who enjoy the current job.

Regarding the dual aspected primals, I just want to point out that Ravana and Bismarck actually encompass half of the wheel, though certain elements are not as prominent.
Ravana is the bigger offender there, not directly using Blizzard attacks while using fire and earth attacks. But the Adds use ice attacks (and Ravana battle the Ice Aspected Shiva first)
Bismarck on the other hand does use all three via his weather effects, even then he uses Water attacks more often with the Vanu adds using Wind attacks as well as the only in battle clue to its aspect (Wind and Water) being the Sanuwa adds.
