I honestly I think it's a really interesting idea. In it's current form it seems a bit like it could be abused. I've not read through this thread yet but perhaps you could get given the option of either the EXP Bank and Rest EXP. You could only have one active at one time. In fact, you could probably just turn your rested experience into the bank and then have the option to expend it how limits would have to put in place to stop this being abused.

To address some issues and suggestions:
Caps and Limits
How about this: A player can only hold a total amount of EXP that can be stored through out the three banks, like 3 mil, then each can only individually only hold 1 mil? It takes 29,470,800 EXP to get a class/job from 1-60, so 1 mil isn't that much.
Additionally, how about each level can only gain a certain amount of EXP based on how much is required to level? Like levels 1-49 can gain EXP equal to half the amount of EXP needed to level, while 50-59 can only gain a third. That way, you still have to level and play said class/job BUT you have a nice head start.
This VS Rested Bonus
Honestly, I don't see any issue with the two overlapping, especially with the caps and limitations listed above.
However, IF having both would be too gamebreaking, I think having it so you have a penalty with the Resting Bonus might be balanced, like after using the Bank, a character could not gain the Rested Bonus for a certain amount of time.
But this would be more data for the servers to save!

There will always be more and more data for SE's servers to save and store, whether it's new types of currency, exp from a the various jobs and classes, glamour for each of a player's jobs and classes, etc.
Those kinds of things rest on SE's shoulders to prepare for and upgrade their systems accordingly.
Carrying over EXP from different roles
How about this: A Universal Bank that you can transfer EXP into from the others but only half of the EXP you put into will go to the Universal Bank. Additionally, once used, the player cannot use the Universal Bank for a certain amount of time, like an hour or so (you can, however place EXP into it). The Universal Bank could also have a lower cap, like only half-a-million.
The only way I could see doing this would be if at level cap doing things that would normally give you exp, but don't because you are at level cap, add on to your Rested Exp. You can only store something like 100% or 200% of a level via Rested. I'd keep that point as a stopping point for earning more rested while, well, resting. BUT - provide no actual cap on the total length that you can extend that Rested bar by experience actions. So if you play your level 60 job and run a ton of dungeons, earning experience, and play your level 60 crafters making raid food, you earn experience that gets added to the end of your Rested bar. And you then draw upon it (rather than add to it) as normal when playing a class/job that is under the level cap.
Simply transferring exp from one class to another, however, would be a very big detriment to the game. If people think others are clueless *now* imagine how much worse it would be if people could transfer exp from their DPS to a healer to level it from 1 to 60 ...

Think Diablo 3 and Paragon points. I haven't thought about it in a while but was reminded when I perused this thread. The idea is interesting in that it gets people to play more. But would need to super balanced so as not to be exploited.

EXP in the Endgame

In light of the grind for the new relics, I think this idea deserves a necro-thread bump. :B
I wouldn't mind having level-capped XP add onto your rested bonus (whenever it's not already capped), but given all the bonuses we already have when leveling additional classes, I don't think it should be another type of bonus that stacks with them.
100% for armoury bonus + 50% for rested bonus + 10% or 20% for FC actions + 3% for food, + various amounts for chain bonuses and the like ... I think that's enough without an additional % bonus for an EXP Bank.
Leave the cap for (and effect of) rested bonus where it is, but whenever you're below that cap, they could let some portion of the XP earned on level-capped classes go towards extending your rested blue bar.

this is a terrible idea. People should have to play the job to get experience. Look at it like this I don't get experience credit in real life for being a doctor if I spend my time as a baker!
Nowadays you can have a level 60 healer (SCH) barely using a simple cure skills (except for raise CNJ to level 15 and do the SCH quests), if you opt to raise ACN then SMN.
But as result you will have a top level healer but totally inexperienced
