SEA player here, also having the same problem.
Apparently someone on reddit asked support on this very subject, but got told to look for another retailer instead. Is there a (stupid) policy going on either side or am I missing something? SE, SEA players represents a good amount of playerbase, and they share the same problem here. Not everyone have relatives/friends in Europe to buy for us nor a reliable retailer to look for (in some countries). Hell, some countries here can't even participate in forum events or contests. Please DO take this into consideration.

Same situation for me except I have the NA version. /sigh
With luck they will allow us to purchase the expansion via MogStation, paying the same way we pay our subscription. That's probably the only way I can buy the expansion.
Even people from the Middle East are quite screwed by this even though we're technically in the region 2 category for games/dvds and blu rays.

I agree though with the Mogstation suggestions. Why can't we just purchase it from there as an upgrade to our account? The digital versions at least, not the physical ones. Seems daft that we have to buy a digital thing from somewhere else and then log back into Mogstation on our -already active- account, which has been purchasing subscriptions directly from SE for ages.
Well you can always do what I had to and get a friend you really trust or family member in NA to pre order it for you and just pay them via paypal once you got the email comfirmation as SE will not help in anyway with this believe me I tried everything from e mails to asking for chance to get my account change answers were nope and no.
O Well guess we are screwed real bad currently...

Unfortunately, due to territory sales and logistical restrictions the Square Enix Online Stores are unable to serve certain South East Asian territories. Specifically these restrictions relate to the sale of certain goods, transport, customs, and licensing, which is why there are a multitude of import stores specialising in these affected territories.
In order to purchase Heavensward we advise customers to connect with their local import retail stores.

I'm also using an EU account.
The best solution now is to use VPN access and buy it from GMG unfortunately. It only takes like 5 minutes to set it up and is user friendly.

I would advice those that are in SEA and still looking to get a copy to get it from GMG like what Jovian said, and they usually have discount too.
This is not a new problem and has happen to ARR sometime after launch if I am not mistaken and if during that time nothing was ever done about it for customers in not in the NA/EU/Japan, I doubt they will do anything about it now. Strangely NA does not have this restriction, so yeah must be an EU thing.
It's strange that these restriction "sale of certain goods, transport, customs, and licensing" are mention when most of us are trying to get digital copy and also even if it's physical copy we are willing to pay the shipping and customs for it. Not even sure what's the licensing restriction is all about, SE own FFXIV license, there is no official distributor for it in SEA.

As for physical... AUS players have been told by one of the online stores, Mighty Ape, that boxed CE are going to cost us AU$379!!!! Like WTF?!?!?
I think most of Tonberry and Masamune English player are from SEA. They are pretty confident about us sticking with this game even with all this obstacle. Well... I'll just wait maybe there is something in the future, too bad this game is really good and enjoyable.
This needs to be addressed. I'm not australian, but New Zealand, and Mightyape have listed it for the same price here as well, which is even worse because of exchange rates. I was shocked when Mightyape finally listed it. That price is completely unacceptable. That is an extra $300 for a miniature and an art book. Three hundred dollars...
I was expecting around 120-140, not 379.
As far as I was aware, the regional lock is based on the credit card details, from what I heard, although I have not tested this myself. So you need an EU credit card. VPN can't help with that.
I already PO mine, VPN doesn't work on SE site if I am not mistaken, as a friend try it before.
Best bet now is GMG, or closer to or after release you might be able to get from more website that doesn't have any restriction.

I am from South East Asia and I am interested in digital download.
Why SE can't just give us the options on mogstation to select the products (digital) and charge us like how the subscription charge works? Or like how standard is upgrade to CE in the past?
I've pre-ordered the digital CE via Greenmangaming since they sent me a 25% off code for Heavensward. They are a UK seller so the key should work on EU account.
I've tried using VPN on GMG but it keeps on giving me an error every time I try to use my credit card. I have 3 different credit cards and all of them say I can't use them... What kind of VPN do you guys use to get you guys to be able to buy them?
Simple solution SE make the just keys buyable at a discount through your mogstation, it could be tied to the account upon purchase immediately so there no fear of reselling and since its not software physical or digital just a expanded service and since your cash shop doesn't care which country we are in it would not be subjected to the EU trade laws, but make it clear its just a key and then all we need it just buy install files from our countries/stores we live in as the data is the bloody same believe me I compared them sure we are playing a little more but atleast we can play the game with out jumping through lots of hoops.
Please consider this option and pass it up to your sales team as I believe it will 1. make you a lot of money in the future 2. Make everyone happy.
I would have much rather they just held off all pre-orders until they had sorted them out for all territories. This is just causing too much negative press for the game at the moment.
It's so funny that SE is a global company but they're doing so horrible when it comes to doing business with non-NA-non-EU-non-JP customers.
they don't ship to our countries, they denied credit cards from our countries, etc.
This is one area where Blizzard is better than SE.
Even though WoW is "unsupported" in SEA, they don't actively try to prevent you from buying their products with region lockouts or CC region checks.
You can get almost any Blizzard product via their store or their Battle.net launcher, no fuss, no hoops to jump through, no faking of address just to sign up ... Etc.
It's going to take some research if I can find any information on it but you have to remember Blizzards is an American business and SE is a japanese business. This means that the laws work differently because of the country of origin. If I can find out why japanese companies potentially have more strict laws with exporting goods I'll either edit this message or respond again but it's hard to compare two companies from different countries because each country does have it's own laws and guidelines for economics and sales.
