Even then you have the same issue with housing items... Either you have a house and run out of space to place furnishing OR you don't have a house and horde it until you can get one OR you ignore an event with nothing that interests you.
Either way, you have limits on how much stuff you can have.

I was not expecting to encounter level 39 mobs when doing this level 15 event, so my first time doing a map I thought I'd be okay if I went on my 31 Ninja. Nope. Pwning it with my Smn main from now on.

People even ASKED for the little ladies' day outdoor furnishings last year, I don't see what the problem is, people wanted it, and SE gave it to them.

This event is happening during a free login week designed to recruit brand new players. Players who try to do this quest and find out that they literally cant accomplish it. Do you think that they think to themselves "wow this is fantastic!"
I guarantee you that they do not. There is literally no justifiable reason for this quest to be level 15 and have level 40 content.

As of last night, Jenova still only has two dolls unlocked. I really hope the necklace isnt gated behind getting all dolls unlocked.
So do we know how we get the choker or must the stage be full with dolls? If this be the case that is just silly.

Player participation in the event has dropped off significantly in the last 24 hours and progress has slowed to a crawl. I think Balmung has only built one doll in the last day, if that.
If all they were going to offer was outdoor furnishings, they really should have made them more expensive. Ideally, they should have had a few more trade-in rewards similar to Starlight (food, minion, maybe an indoor furnishing, etc.). I'm guessing the dev team has really hit crunch time with Heavensward and simply lacked the resources to put much time into fully fleshing out this event.

Balmung has been at that stage since yesterday morning. It's possible that building the next doll requires a lot more contribution in relation to the others, but I really doubt that.
Why not? It's incredibly easy to get the outdoor furnishings. I've had the mat and 4 cherry blossom trees sitting in my yard since the first day the event went live. Several of my friends just gave me their bags, since they had no use for them. As it stands, there's little to no short term incentive to continue doing maps to contribute to the server progression as an individual; whether you own a house or not.
We've had 6 since before noon CST yesterday. Given that we're still at 6 dolls over 21 hours later, I think it's safe to assume that our progression has lost its momentum.
I think a small plot can comfortably fit four of them. You're given a decent amount of yard to work with.

The yard also wraps around one side of the house as well.
Do bigger houses give a lot more room to work with, or is it a similar sized garden? (saving up for a mansion)

Altho 4 is a very nice amount of trees as it is. I haven't decided on any other outdoor furnaces yet, but I just had to get those trees when I saw they were a part of the event.
They do, however, the current item limits aren't really proportional to the increase in yard sizes. The item limit goes up in increments of 10 for yards starting at 20 for small plots. 40 items doesn't really give you a whole lot to work with for a large plot and can leave the yard looking pretty sparse.
What is about the necklace?
I have a Medium as well. What I find the trick to make it appear more occupied with the 30/30 is to go for larger set pieces. and create little 'compartments' with some ingenious use of some outdoor plants/furniture. I can take a couple pictures when I get home and show you what I did. Might give you ideas? :)
Is it possible everyone is stuck at 6 dolls because a new quest has yet to be added to progress further? It's possible that further quests will be implemented a few days after the first one.
It's not that I want to use large pieces, it's more or less I can't set my yard the way I'd like with the limitations which don't need to be so limited. I had basically planned to make one side the garden/relaxation side and the other side of my yard be used for combat or at least with that theme. I also wanted to have tree's running along the sides of my house to make use of the blank areas on either side of my house, but this simply isn't possible with the current limitations on outdoor furnishings. I'll take a picture of my current yard to show you what I mean. I use a lot of path stones too in order to provide a bit of a unique pattern to also help this idea further.. but again it kind of suffers since the stones merely take up yard space while not actually taking up yard space. It's kind of frustrating I can't make my yard look like I want it to.

What I want to do is have 2 more striking dummies positioned in a pattern with the 1 that's already there, at the end of that walkway on the left will be Dark Divinity Falleth, once I get all the materials to craft it. I also want to fill up the blank spots on the sides of my house with trees and or other plants, but instead for now I am just putting the trees as you see them at the openings to the sides of the house. Behind them are open but narrow strips of yard that I wish I could fill up. Techinically I'm 29/30 atm, because I'm saving a spot for the DDF statue. But I like what I've done with my yard, I just wish I could add more. Devs, I hope you are taking notes. We need more outdoor furnishing allotments.
