Yes, but what you're missing is added actions.
WNII + 2x Mani/MMI = +10 actions
2x WNII + Mani/MMI = +10 actions for more CP
I can't find a single scenario where the 2nd WNII gives a utility gain. The utility lost would occur on most synths.

Yeah, we are. You are talking about how much durability you are saving or gaining. Scouter and I are talking in terms of how many additional actions that durability buys you. Your first WN2, you save 35 durability, which buys you 4 actions. That's a good return for 98cp. Your second WN2 saves you another 35 durability, but the first 5 of that goes towards getting your durability back to an even number and you only net 3 additional actions.
The first WN2 is worth doing. As I broke down mathematically, it is superior to Manipulation if you get no good procs and equal if you just blow past 1 proc (actually, it's a little better because you got that 50% bonus, for what that is worth with IQ not built very far yet). If you have to blow through 2 or more ToT procs, then the other method would have been more effective.
After that first WN2, though, you would be better off using MM1 or Manipulation. I don't doubt that you've had good success. Ultimately we are talking a fine level of optimization here, not make or break.
I see what you are saying.
I think the general assumption about always turning goods into 20CP is a bad assumption to make. Let's say on a synth we don't get 8 goods or whatever. We only get a few. We'd wind up with maybe 7-8 IQ stacks using MM1/ToT. Then it is common to wind up with around 3400/4980 quality. That's only a 27% HQ chance. However, if we'd have gotten that quality bonus on those goods, we'd see an increase of about 400ish quality. That 400 quality would put us at 60% instead of 27%.
I don't know about you, but when my HQ bar reads 27%, I think "well, fat chance of this HQing" I have a much better feeling about 60%.
Move the bar up a bit. What if MM1/ToT yielded 3800/4980 (~60% HQ chance). Adding that bonus quality we got from goods pushes it to about 88%.
I gave MM1/ToT a fair shot. I personally didn't like it. Maybe over the course of 80 HQs my RNG landed poorly way outside of standard deviation (I wouldn't be surprised). I didn't like relying on the extra RNG needed for the MM1/ToT method. I liked the consistency I got with WN2.
Doesn't matter now anyway. There is currently no other difficult 40 durability synth. Maybe in a future patch we can beat this dead horse once more.

After hundreds of tests I finally Managed to get mine! ^_^
Unlike others, I don't have crazy melds so this was a true challenge for me, specially since I had to rely on RNG a bit more than "melded people".

As you can see, this rotation requires 2 Tricks of the trade to be used 100%, but in reality it is not hard to do at all.
However, if you are unlucky with them, skip Innovation and you should be fine.
