Because it's not the same dragon at all and the one with chains and spikes must have fought some ishgardians and didn't removed the spikes.

Funny thing about Fenrir....
Fenrir has already been confirmed to appear in FF14ARR, however, he is not currently catagorized as a Primal but as a Boss Monster in the FF14ARR Concept Art book.

I'm still waiting for SE to reveal what plans they have for Fenrir in FF14ARR since they revealed his concept art and 3D model back before 2.0 release
I have a feeling they might cheese it and jam a primal or iconic summon in coil 3.

Cuz like what ifs they tried to shove all tht bahaumut power in zodiark to make him like the ultimate being etc.
And i'm pretty sure fenrir might just end up as some easy boss in a future dungeon if se has no plans for him having his own instance.
If fenrir looks anything like he does in the concept art and whatnot as above, he'd probably end up being a mobile boss. Like you're running down a mountain as you sling spells at Fenrir. (Only game controls of movement would be the jumping. (Similar to that of a Brave Fencer Musashiden jumping puzzle as you ran away from a giant rolling head statue.)) He would ignore aggro / enmity completely like the end boss of Stone Vigil hard. You'd have to beat fenrir before the end of the downward hill, and when you arrive at the boss, the timer is replaced with a thin progress bar to show how close you are to the end.
- As cool as that would be that won't happen. It's the Binding Coil of Bahamut so it's all about Bahamut and the Calamity.
- Zodiark is an entire story arc on it's own and probably focus on 3.0
- Based on Siren, that's probably exactly what'll happen with Fenrir.

They have already added summons in as dungeon boss monsters, Diablos being one example, so it is entirely possible and very likely that more of them will be added like that.
Of all the summons that I would like to see be added as a dungeon or raid boss, it would be Asura.
The three heads all facing in different directions could make for a cool fight where she does an aoe that has three separate cones, one projecting from each of her body/head directions and each cone does a different effect.
Lots of potential for an Asura boss fight.
Is it me or Fenrir has some similarities with Shiva ? (color, shape)
Shiva is the last primal of this set and YoshiP has said that following Shiva they're going to move away from the whole primal storyline in 3.0. That doesn't mean we won't see more but they won't be released with each patch as they currently are and they'll hopefully be less throwaway than the ones we currently have. We know that Bahamut and Odin both have huge amounts of story to follow up on so we'll likely see both of these two again. Alexander will almost certainly show up at some point since he's a perfect fit for the Allagans as some kind of hybrid too (which we know they were working on).
The hows and whens of all this is up in the air though. We know that certain things are definitely coming... just no idea when.
Sadly, like Diabolos, Fenrir will probably be stuffed into a 4 man dungeon that serves no purpose after its first week :(
I would like to see Fenrir or Cerberus soon. Maybe a 8 man fight similar to Odin, but instead against Raiden. There are too many good summons they can bring in.
i dunno if it was said, but maybe something will happend that allows primal to be around without the help of the tribes. i means if this happend, even the ascien will win from this. will explain too why they help to make more summoning.
maybe they are trying to breach definitivly the frontier between dimension, allowing them god to come down.
When Yugiri sees Leviathan, she says they have similar creatures also in Doma but they call them by another name.
If no more primals are going added, I don't know what kind of new abilities SMNs could gain. I know we will be able to summon Ramuh and Leviathan sometime in the future, but still ...
I'm guessing it's the Heretics. Sure they love themselves some dragons, but Lady Iceheart is leading them now, and Haurchefant says that they have a fanatical devotion to her. It wouldn't be any stretch to assume that Lady Iceheart is Shiva in disguise (to the Ishgardians, at least) and that the Heretics are the ones who summoned her.
Remember, any group can summon a primal. Gaius even says we could summon the Twelve if we gorged them on aether. There's nothing saying it must be a beastman tribe that does the summoning.
I know I'm late to the conversation but there is no way they are done yet. They have plenty of ideas to draw upon.

It's definitely safe to assume Lady Iceheart is Shiva seeing as Yoshi admitted we would begin to see Shiva's storyline in 2.3 (Lady Iceheart being the only person that comes close to looking like her)
I also agree that the heretics would make up her "beastman tribe" - SE confirmed that the Ixali are going to the be last beastman dailies so maybe that leans towards confirming that shiva's tribe are humans?
I still think that she is tempering people and to Ishgardians they're no different from Heretics. Its also not far fetch that she's using humans. Leviathan is a good example. He was revered by the Shadow Reavers (?) and he didn't need to temper them.
IDK where you guys got that 2.5 was the end of the content patches till expansion but, well, ok.
First off lets talk about what is a primal and what not.
Primal are undying entities SUMMONED by their followers gathering vast ammounts of aetherite. By this rule, in game we have: Ifrit, Titan, Garuda, Leviathan, Ramuh.
Elder Primals are the same but they don`t need to be summoned by anyone, can perfectly become manifest by themselves as long as they are not imprisoned somehow: Bahamut and Odin.
Behemonth is not a primal. Shiva, till we don`t know how she made it to Ishgard is not a primal. (doesnt have a "tribe" so she could perfectly be an elder primal). King mog is "considered" a primal but is more of a god summoned by faith than other thing.
Any voidsent isn`t a primal, for example, Diabolos.
So, for what is Eorzea, considering the other potential "beast tribes" (gigas for example) there is pretty much a lot of lore to get more primals from.
The theory of Ishgard being Alexander is... IDK, hard to belive, why he hasn`t awakend yet? if he is a primal, Ishgardians with their zealot for Halone will never be able to summon him so that denies it`s existence right away in the game, if he is an elder primal there is no reason for him to not have awaken in all these years, specially since Alexander, Odin and Bahamut form the most iconic fantasy trinity of them all, the Castle, the Knight and the Dragon. So, if 2 of them are arround, or have been arround, why Alexander doesn`t?
And what about the "confirmed" Fenrir? Also in one interview yoshida said that Odin would eventually become "more important". He is an Elder Primal ffs, you can`t just leave him wandering through the shroud slaying adventurer just because.
As stated, and as theorycrafted based on other FFs, Alexander is more the type to not have its own will, due to being more machine than biological. It's entirely possible that Alexander is awake, he just isn't moving or anything due to not being commanded to.
Also +1 for Mateus and more pretty lady primals.
Based on timing. 2.4 is coming in december knowing how late as possible yoshida wants to push out main patches - 2.5 will be the usual "3 months after" which lands it around March, which means it'll be only a few months until an expansion is supposed to be released if it's "coming sooner than we think" as he always likes to state.
So yeah, 2.5 being the last before the expansion makes sense unless they're not releasing it in 2015, which is 2 years after the game launched.
Not sure if it's been mentioned yet in this thread, but I honestly believe we're going to go from fighting primals to fighting this game's versions of the Lucavi until ultimately we go after Zodiark.
I believe that Yoshi P said once Shiva is done, he is moving away from traditional FF summons, not moving away from Primals completely. So there will be more, just not the ones we are familiar with.
Would be nice, Cerberus has always been a fav of mine, even if his summon sucked in FF8.

Well, they pretty much said in the last few cutscenes that Asciians by their very nature couldn't be killed, but they seemed to be working on a method to contain them. I think the future is clear: "Lahabrea, I choose you!" *Tosses Pokeball*
As for future primals, I always welcome the addition of Alexander, as he's my fave. Sadly, as has been mentioned, Yoshi P seems down on the idea. C'mon, Yosh - more fanservice is never a bad thing!
Final Fantasy has a theme of leaders of religious zealots being hypocrites. And ishgard fits that. While a majority worships Halone, the high ups know that deep within the castle of ishgard lies a once dormant Alexander.
Maybe the higher up are trying to contain it, use it or whatever. The fact that the Ascians are helping them is concerning as well.
Maybe Alexander is not a primal, but some type of machine created by Ishgard or Ascians. /fan theory
I still like the theory posted back in the beta forums that Alexander is the Twelve; each one being a part of him. It would be a nice Final Fantasy IX reference, where his summoning Crystal was split into four and given to each of the four leaders of the mist continent to prevent his summoning. This time he was split into twelve and each city-state worships one part of him. Final Fantasy IX was also known for its Alexander/Bahamut cutscene, you could look at the end of an era trailer as the reverse of that in this case (Dalamud being a form of Perfect Defense, Bahamut winning this time).
The Sanctum of the Twelve also just gives off a more Alexander feel to me than Ishgard does. Ishard is just one big tower, Alexander is usually vaguely humanoid (two arm/towers). The Nyzul ruins in XI are a good example of that, they all came together to form Alexanders body, at best Ishgard just feels like one part of that. Hmmm.... Thinking about it, that's another version of Alexander that was split into parts...
Failing that, you could look at the Twelve as the antithesis of the Ascians. The Twelve summon Alexander; twelve Ascians summon Zodiark. Archons are meant to be the embodiment of one of the Twelve, so perhaps at one point we need to find them all so they can summon Alexander; that might explain why Louisoix failed, iirc he was the Archon for Thaliak, so when he summoned the Twelve/Alexander, he was summoning at 1/12 its power.
You guys are missing something. Shiva, Ifrit, Garuda, Titan, Ramuh, Leviathan . . . -> Moon Bauble anyone?
My bet is we will be seeing Fenrir soon.
