*Sigh* You guys need to think more tactical. ul'dah has coin, they also have the forces, did you forget in 1.0 doing the empire war, the ul'dah forces where the front LINE against the empire compare to the other cities, the other cites do not have the numbers like ul'dah has. Ul'dah also have more coin compare to the other cites and even worse, they have the tech(you forget, they can make air ships) and even worse, it was ul'dah who funded the Restoration of the aethertyhe crystals with their engineers,NONE of the other cities really help fund it so Ul'dah can use them to move troops(those who can use it)
Attacking Ul'dah is also a HUGE task for any forces to attack, there is no water near the main city so you can't use boats to attack them, nor can you can sneak in without their detonation. Their city is made for sieges, and the desert also can hit the enemy moral really hard too, not only are they walking in heavy armor in deep heat, Ul'dah forces are used to the heat. Look at skyrim and the war there, the redguards, the elves can't beat them on their turf due to the heavy heat and sands against the redguards.
And plz don't try to add in "well they can rez, they can summon" no think more war tactics. THINK final fantasy tactics and how the war of the lions happened. Add everything on the strength and weakness of each city in each scenario. Ul'dah is the strongest in troop numbers, their own turf(due to heat and freezing nights) and coin, tech(air support and porting) siege ready city.
I also like to add for my final case is when Ala Mhigo were invading other lands, it took the combined might of Gridania, Ishgard, Ul'dah, and Limsa Lominsa to drove them backn and guess who was frontline? ul'dah" again. They have the numbers and power to be the frontline man unlike the other cites. I would go into more detail on where the forces would go for each city would land, which outpost to take and which to defend but that would require more posts and I don't want to get banned so

You guys are forgetting that if Uldal, Lima, and Grindia go to war that amidst all the fighting, the city of Ishtard would swoop in, allied with the dragons and the Empire of Gargamel. Then, Sora would use the One Ring to become the Avatar and defeat Emporer Voldemort.

Limsa Lominsa would be hard to attack as well, by land all of it's entrances are bridges meaning a smaller force can hold them against larger numbers, and by sea Limsa has Naval Supremacy, not to mention even if you could form a proper blockade and siege the pirates who call Limsa home are expert smugglers. in land Limsa has it's disadvantage as they prefer their navies and ships, but they can also bring cannons and artillery is a strong thing to have in a siege

in Gridania, the Black shroud itself is any attacking armies biggest fear, lots of hiding places, lots of easy ambushes... beyond that though Gridania is probably the weakest defended city though they are religiously devout to the forest elementals and protecting the woods, meaning they would be least like to give up should the battles enter their lands.

Ul'dah might be rich and built to outlast a siege, but the fact is, it's very existence is entirely dependent on outside trade - the lands surrounding it are deserts and water is in short supply (hence it's war with Sil'dih in the past). Already the trade routes to and from the city are becoming increasingly dangerous due to bandit raids as well as the amalj'aa kidnapping hapless merchants for tempering (quite a number of FATEs deal with this). As well, airship travel is severely restricted due to the very real possibility of flights being shot down by Garlean airships and Juggernauts (look what happened to the Tiny Bronco.
All it would take to bring down Ul'dah and their tenuous government is a marked increase in aggression on the part of the beastmen - a simple blockade of all trade routes in and out to effectively cease trade into the city, forcing food prices inside to skyrocket. With food reaching record highs, mining virtually ceasing and no goods flowing in and out, Ul'dah's economy would eventually collapse , bringing the Syndicate, and inevitably, the Sultana, down with it - not a single shot needs to be fired at the city at all.
Majority of pirates are not "honorable"
Sure they'll fight for Limsa, but if presented with enough gil, something Ul'Dah has plenty of, they'll either fight with Ul'dah or back away entirely. Not to mention if the fighting goes south they're the first ones to high tail it out of there

this came about in 1.0, a group of pirates sold out the Lominsan-Pirate Treaty, the Galadion Accord, to the Garleans, despite that the remaining pirates (most notably the Sanguine Sirens, the Bloody Executioners, and the Kraken's Arm) have honoured the treaty even though it was never signed. the pirates aren't loyal to Limsa, that is true, they are loyal to the freedoms she offers. If they felt those freedoms were jeopardized...
Without LL, Ul'dah would have no need to use ships to transfer goods. Assuming they still did trade, it would be with Ishgard.
Also, Ul'dah funds the atherite, has a big ass wall surrounding it, and has the furthest advancements in science and alchemy. If LL has far range cannons, they might be in trouble though.
Gridania seems to be pretty self sufficient and worship the elementals. If the padjals say so, most of the citizens will close off trade and will go on the defensive. They are far from sea and uldah is the 1 closest.
Their 1st line of defense would be those trees. After looking at the opening for gridania in 1.0 those trees will probably eat outsiders
I say no one. I say the tainted factions of the beast men would take this opportunity to call on their primals and give another front to the fight. Knowing Limsa had a rough time defending against the combined attack of both Titan and leviathan last time it happened I doubt they would be able to fend off any other city state and two primals at the same time.
People are overlooking one thing when it comes to Gridania. The Black Shroud is nearly sentient. And the forest defends its own. I'm guessing there will be a very long siege involved with either the Gridanians or the forest itself doing away with any scouts/spies. Just like what happened last time someone was dumb enough to march willy nilly into that forest.
And the conjurers' water based magics would keep the trees from burning. Yet they could set fires outside of the forest line and use their wind magic to drive it into the enemy camps.
Also Cid and the ironworks would likely end up neutral in any fight. Meaning he would take the airships back.
I'd say uldah is the strongest nation in eorzea (excluding garlean)
They are technologically advanced, well fortified and the syndicate can be a tricky bunch. They can manipulate/hire pirate and slowly can play a small role in politics.
I can see uldah take land from gridania (camp tranquil for the water/farm land) though.
Limsa is an island city state and Limsa possesses the strongest naval power in Eorzea, La Noscea is also adjacent to Ishgard and presuming Ishgard remains neutral, it would serve as a buffer zone for Limsa and create a strategic terrain disadvantage to Gridania and Ul'dah, given that, it would be a monumental task for Gridania or Ul'dah to stage an invasion on La Noscea.
Limsa on the other-hand, having naval superiority and mastery of the seas enables them to flank both Gridania and Ul'dah as both Gridania and U'dah shares a large land border, they would be faced with the challenge is distributing sufficient forces to protect the border and protecting their rear from a Limsa landing invasion from the seas or ultimately, an encirclement.
The terrain itself provides Limsa a vast strategic advantage
Classes wise, assuming they have the ability to attain jobs, Limsa possesses the most comprehensive and balanced spread
Limsa - DDs (Summoners) Tank (Warrior) and Healer (Scholar)
Ul'dah's - Tank (Paladin) DD (Black Mage) DD (Monk)
Gridania - Healer (White Mage) DD (Dragoon) DD (Bard)
Ul'dah is relatively near the sea (Horizon) where shore bombardment from artillery can disrupt operations and shellshock its inhabitants, a turtle defense for Ul'dah would see it cut off from essential and critical essential supplies such as food and water, being in a desert environment further exacerbates this. Marauders serves as effective shock troopers for landing parties, rampaging through Ul'dahn ranks under support from artillery to disperse and scatter Ul'dahn formations. Limsa being home of the Armorer and Blacksmith guilds and its exclusive use of Cobalt also provides its troops with the best Cobalt armor which would prove to be superior against equipment made from lesser materials.
Ul'dah has not been seen with siege defenses such as catapults or trebuchets, this allows an invading force (presuming Limsa) to constantly barrage its walls with cannon fire, encircling Ul'dah and cutting off its supplies whilst being resupplied from Limsa due to its naval superiority.
