The time before the first numbered patch (in most MMOs), is commonly utilized as a core bug-fixing phase, even post beta, as this is when the vast majority of clients are actively connecting.
And there are still some important bugs being addressed, largely due to overpopulation issues.
That said, it will eventually return to a routine maint process. They had previously inferred that 2 maintenances per week would be common at 2-3 hour downtime chunks each, in order to assist with memory, lag, and bugfixes.
So yes, you are paying for maintenance too, as it contributes to maximizing overall uptime experience.
Get used to it, as you won't find a MMO experience a perfect launch. That is a myth. Many even struggle after major patches.
