A character has new adventurer status until they reach the current expansion and have 300 hours of play time. 99.99% of sprouts in endgame content are story skipped alts.

Actually if you look at this post:
It was mentioned 4 months ago to be Savage tier in an interview with Yoshi-P and as recent as Nov 11th PLL again to be Savage level. At least 1 month and 20 days before the content released in the most recent case. How is that last minute?
Read above. This has already been debunked. The official digest on the forums states Savage level specifically. Even the post from 4months ago, states Savage level as well. The only time we hear about their intentions were "Extreme" was from the unofficial translation of the PLL, and even then it acknowledges that the content was confirmed to be savage level in the end.

This is their reasoning. They are arguing for a savage tier fight to not have body checks, be less punishing for sprout raiders and make it more easily clearable in PF by nerfing aspects of the fight.
How does that make sense to do such for Savage-tier content when the devs already confirmed it would be of such difficulty?
It is not, but it already discourage players from attempting these fights as it is classified as "Savage", so they might think it is already too hard for them (Even if there are unexperimented players on the first floor. But First floor is already a wall for players that can't go any further).
I think the Chaotic raid was very underestimated by people because it is new, it is a 24-man content, and it was pretty unclear of the level difficulty aside from being said in interviews, so now a lot of people complains about newcomers who have never attempted any high end duties before, that's why I think locking this content behind extremes or something else would have prevented this case. But it is only my opinion, and it might be wrong!
Perhaps, this is just a skill issue on your end?
All of the abilities have cast bars with more than enough time to adjust, and the second Aero/Death specifically gets minimalized to 0 with using kb-immunity skills at 75% of the Blade of Darkness cast. It's a you problem.
