If Expert Roulette/Lv90 Roulette didn't exist and the dungeons themselves did not reward any tomestones, how many people would do them beyond first completion? Apply same logic to MSQ Roulette and its instances, Alliance Raid Roulette, Normal Raid Roulette, etc.
At the end of the day, fun and immersion are not enough to "keep" players playing beyond a first time completion, especially when completion depends on other players joining your runs.
