Never heard of the Theft system. I think encouraging more people to go out into the world in a coordinated method would help.

Because there really isnt any reason for WQs to work -- because unlike WoW -- they dont offer anything like Azerite or whatever system they implement in their expansions. Which was the one main reason for why WQs were a popular causal aspect in that game.
However, SE needs to actually look at to make FATEs more lucrative because they do become antiquated content very quickly.
Pathfinder is the only reason I do world quest in WoW. The other rewards are irrelevant for me playing casually.
If they're going to adopt open world content from WoW, they should go for something similar to Archaeology. They even have a foundation with Chocobo Hot and Cold from ff9, they'd just need to flesh it out and build on the idea.
I wouldn't mind if they brought stuff like CEs from Bozja to the overworld and used that and fates to progress a grind weapon. We're already just doing fates in Bozja/Eureka so they might as well utilize the zones they clearly spent a lot of time to design.
