This is not a restriction, although it is a side effect of ARR-era gear permissions that mage gear is "all classes" thus can be equipped by tanks, and thus glamoured onto their gear.
Lv1 glamour armour such as the Rathalos, Crystarium or Legacy sets can be used by all classes and onto any gear.

I still suspect the real reason for not allowing "anything glamoured as anything" is that their coding wouldn't let them set exceptions to prevent relic gear (and possibly even weapons) from being included in that. So it's all or nothing, and they've opted for 'nothing'.
They just don't like to give technical explanations of their coding limits, so we get dodging answers like "it would look strange if you could do that" when actually they're avoiding saying "we don't want to admit we can't do that so we'll pretend we just don't want to".
That does not follow. There is more diversity if you can mix and match everything. You get job specific gear because you have played that job. They are potentially open to everyone, because all jobs are open to everyone. Your character is a single person, not multiple people, who can be any job.
That's a flimsy excuse, since you can set loot rules to work separately from job restrictions for glamour. As I've mentioned before, you could have it be something as simple as requiring you to level the corresponding class/job to use glamours for that job. So if I level MNK to lv60, I can glamour the Sky Pirate set of Striking to any of my other jobs so long as they are at least lv60 and the gear I'm glamouring on is higher item level. If nothing else, this gives people a reason to level additional jobs, which wouldn't be a bad thing.

Just to emphasize, this is applicable to body gear, not the nonsense involving weapons from the Yoshida quote at the top of this page.
I too feel like this is long overdue, and it's especially driving me nuts this patch, where all the sets I love extremely much can't be worn by the jobs I play most.
I see little reason why the system couldn't simply allow you to glamour anything that you have the required job at the required level for. Nothing would change about Need/Greed rolling that way, just now I could apply a level 80 DRG glam to anything, since I technically AM a level 80 DRG and could wear this outfit within seconds anyway with a class change.
As a bonus, I strongly feel this would be a fantastic incentive for people to actually level other jobs, something that the developers recently tapped into with the Amaro mount.
Trust me on this SE, nothing would be a more alluring carrot than omni-glamours. Your glamours are great. Let us use them on everything!
