And again, this is something they could have addressed if they wanted to. Had they done this, people would have started doing these leves again. Unsurprisingly, people enjoy getting XP when it's worth their time. But it's pretty clear they just got tired of making more levequests, and realized that if they took non-combat leves away the outcry would have been enormous, so they made a concession with those.
HW was just the start of it, when they were actively discouraging combat leves by not even bothering to put a levemete anywhere other than Ishgard, making repeated leve usage far more tedious.
Normally when you make content and people don't bother doing it because it isn't rewarding enough, the typical response should be to refine it and make it more rewarding rather than just give up on it entirely. The fact that SE went for the latter option here should say enough about their motivations.
