It makes sense... when I burst, it takes me about 15 before I'm ready to go again
I do not know, allot of times when I code things I make a code that semi works, but isn't perfect or something that my clients wouldn't like as much. So when I export it over to the client version I re work things to make it something that the client will like better, but in the development process if I have something, or any kind of music in the background just to make sure it is streaming correctly, I could care less if its the right song or sounds different I don't need it to sound like the final product I just need to know that it works.
That could be just one of many reasons. That's what I do when I do coding not saying that's what SE does but it could be.

15 minutes or 2 hours cd, means its powerful!
Reason? Why not, maybe they just have different versions of the song, doesnt that song only appear in guildleves and as u can see hes not in one.
Maybe its an old version they just didnt replace.
If Burst didn't have a massive cooldown you could constantly deplete your MP, switch with your HP and Burst again... It's obviously meant as a one off tactic.
And on topic... I like the current in-game version much better, OP is correct in saying it sounds like a crappy MIDI.
In game development, the dev version is usually different from the gold/rtm version of the game. There's a possibility they're using an older version or a version that they may incorporate at some point (they could be re-mixing the soundtrack and the dev version uses the in-progress works.)
