Correct me if I'm wrong, but I recall seeing somewhere that the devs stated that the servers were meant for 9-10k people. Looking at Lucky Bancho, you can see that ALL NA and EU servers are breaching that number and those that are not locked are rapidly growing. Just two days ago, one of the preferred servers (Malboro) was locked to character creation. If there are preferred servers (aka the least populated servers) being locked down, even temporarily, due to overpopulation, maybe it's time to look into it.
Also, Balmung's community isn't dying. There are more people in Ul'dah than ever. The marketboard is though. -

Technically they both go hand in hand. Balmung has reached the limit, be it player amount size or server stability and limitation. It can't be unlocked until the numbers go down. It's pretty much a boat; there can only be so many passengers the boat can hold. You don't keep piling more people into it or it's going to sink. In this case the server's hardware would more than likely break.

Even with upgrades there will still be a maximum capacity and Balmung will bloat back to the limit and be closed. I think ultimately the only way around it would be to not have worlds at all, merging every world on a datacenter into one, but then every area would have a large amount of instances like old gridania 1, 2, 3.... 9, 10. And housing areas like Mist would have like 100+ wards from all the old worlds combined. I don't know
