While I do like the idea, or even better removing this whole weekly lockout garbage all together, there will be always SE's argument that states, we introducing regular raid tiers, as well as savage tiers and 24 man raids, as well as the regular tomes are not capped weekly, even tho there's still a 2k overall limit on these, and that leads to people being able to gear multiple jobs.
I personally again don't agree with that, because we do have to look at the term "gearing multiple jobs" actually means to the players and then to SE. While SE and casuals think that it's no problem running into content with 5+ less ilvls or non min/maxed gear isn't big of an issue, other players midcore as well as hardcore are going to rage quit by just having to think about that lol.
Therefore, people like you OP and people like me, do agree that you can not gear multiple jobs all at once, and it will take quite some time in between when choosing that route.
Till the day that that SE realizes that it's sheer impossible or very frustrating to run content with people that are a) under geared, or b) not even knowing their own job/skills, we won't see much changes to that.
There's a reason a lot of us are having alts, while it's kinda a pain in the butt, having to unlock everything again and gathering gear etc. in most circumstances, this route is much more appealing and way quicker, then trying to gear multiple jobs right at the start of an expansion, on the same character. But after all I do support the idea and would love to see some upcoming changes being made to it.

If I wanna gear up my "main" with the weekly cap tomes, I won't be able to gear up any other jobs (that don't share the same role obviously) any time soon. If they follow the usual cap at 450/week, once again it'll take weeks/months to gear other jobs. Basically until the new 24 catch-up raid comes out.
I'd like they lock the weekly cap to roles. 450/900 (whatever they chose this time) for tanks, 450/900 for healers, distance/support dps, melee dps, magic dps. That way I could at least gear up other kind of jobs and not be locked to a "main" for several weeks/months. I don't see how that would cause any balance issue.
This formula is set mainly so people don't go and burn themselves out trying to max gear every single class then quit forever. You may not like it but it's there for that reason. You aren't the first and sure as heck won't be the last person to complain about it.
Well, it wouldn't, because you still would only ever be able to progress by the maximum pace SE has set with the weekly cap. You can already do that via alts, it's just a needlessly large amount of effort because you gotta do the MSQ and unlocks on them every time as well.
Likewise, carrying cap that you didn't fill last week over to the next to allow for more leeway during "busy" periods (such as exam weeks) wouldn't cause any issues, as you still can at most proceed by the pace SE had set with the cap.
The barriers are of political nature first and foremost. SE dun wanna.
You know why people hate daily quest during Pandaria? Because they remove the limit and since your average joe have the willpower of a potato a lot of players burned themselves out for doing all the damn quest every damn day.
Do you know why people hate so much WoW Mythic+? No farming limit.
Do you know why people hate so much WoW artifac system? Can be farmed non-stop!
Both factors almost killed Mythic raiding scene due to the number of hours needed.
Limits are there for two reasons:
- Buy Dev time and keep players sub for longer.
- Prevent your "no so smart players" from burning themselves out so quickly.
Just look at certain relic steps behind tomestones and how some players hate themselves after farming in a few days something that could be done in a month or two. Also, without cap a full set probably will cost more.
I mean, I have no problems with no caps because I will keep doing just my daily stuff and that's all, but, something like that can hurt the game long term.
Adding to what other say, what prevent you doing raid without the gear from limited tomes?
Last Alexander tier was easy enough to kill it undergeared even for a "decent" group. As long you have the craft gear (or normal mode gear) + 2-3 pieces from savage you are fine to go in savage. You don't need a full gear to do it.
btw I saw ALOT of people complaining about the 900 tomes limit before 4.0 because they didn't have time to cap it and "burn out".
The point of the limit is to stop people to gearing to fast, you can up every job, but that doesn't mean you have to max them all. (except maybe if you raid without group, you usually stick to 1 job or 2 that share same gear so that isn't really a problem)
