They are all the main characters in the city states and all the guild masters. I love on Limsa Lominsa side they have the *actual* guildmaster behind the girl that you receive your quests from XD.Quote:

Both pirate captains don't really have much story in ARR, but they were a fair part of the initial 1.0 Limsa Story and as such they are established characters in Limsa.
Papashan is in part of the early story quests in ARR, though I can't recall if it's particular to players starting in Uldah or if it was a quest available for everyone. Being that I remember him and I started in Limsa, I think it was something everyone could experience.
If you blasted through quests and cutscenes then you likely missed his importance, but yeah, he's actually pretty important in Uldah. -
