If you can't down a WHM/SCH effectively with the your team. Then YOUR team needs work. Not the healers. Honestly if you had a team full of healers most the time you would not be complaibing avout your own teams outgoing heals. Its just another case of "cant work together to kill heals".
Suggestion: Balancing outgoing heals in Frontlines.

Seriously though, the solution is extremely simple:
Maximum of 2, MAYBE 3 healers per full party, period. End of discussion. Healers wouldn't need any adjustments with this change.
It's when you reach the breakpoints of 4 or more competent healers that things just go to hell. -

Possibly the most balanced way would be healing diminishing returns.
Two possibilities come to mind
1) If you have over X amount of healers in your group or battle, all heals are reduced by a stacking X%
2) The more you heal a single target, the less its going to be healed for. After the Xth heal within Y seconds on the same target, they get a stacking -Z% heal received for N seconds. -

If you encounter a 6 WHM/SCH group (that has never happened to me) then simply let them camp the flag and go cap a different one or bring in more people and just sit on top of them. They cant kill any of you unless you have absolutely no heals. Honestly this is PvP, you cant expect to ever win by whacking your heads against something and crying when it doesnt die. Sometimes it better to pressure the WHM/SCH's and then go in a burst a BLM/BRD because they are distracted. Try sleeping the other healers and then bursting a single one down.
There are so many ways of dealing with them.
