I think they mean more that the enemy difficulty is steep for new players.
Lower level xp is fine it doesn't need any change, what does need change is the level 1 guildleves and side quests EXP! 200xp for a completed side quest sucks really bad. Increasing the reward could easily speed up the lower levels without completely skipping them.

YoshiP - Regarding the re-arrangement of actions planned for 1.20; In his Producer Letter he said that he will make it so their will be a poll to check from players to get feedback before making some changes before 1.20 and said it will be done right after 1.19 patch was released and there was no poll yet and almost a month passed by so the players were asking whats going on? As we know YoshiP's been traveling around the world after the 2.0 announcement he posted from Paris saying please give us one more week for this one.
