I feel like the lottery system is designed to benefit individual players the most, as it'll all but remove the system where third-party programs are mandatory for even small homes (and also prevent most of the wealthier bidders from cannibalising the smaller properties that players like myself want).
Also, you REALLY don't need a mansion, take it from someone whose former FC owned one. The decoration limit isn't anywhere near high enough to justify that sort of gil (and decorating it will cost even more) unless you have a very specific niche in mind. Your average 10-20 person FC definitely doesn't need something that even an in-game roleplay nightclub would consider to be too big.
The bigger problem is the blanket and fixed small increase in the quantity, regardless of the number of players. Somewhere like Omega (a popular RP server) is going to need a lot more housing than Spriggan (a quiet server with less than half the active player count which has maybe one or two roleplay venues of any note).
