I see this sentiment fairly often, and while yes, it is a FF title, you also have to keep in mind it's not a single-player game. MMOs draw people for all sorts of various reasons. Some will love MSQ, some have absolutely no interest in it.

But it's not really a problem outside of these two. They learned from their mistake pretty quickly and new things like that are broken up. The big cutscenes for Thoradin are *between* Aetherochemical Research Center's last boss and Singularity Reactor's first, so people can watch them without making anyone else wait very long.
Way I'm understanding the notes it's all unskippable weither you're new or old. They probably did this as a fail safe so any new player won't miss out on any fights since everyone will be cut scene locked. Either way yeah this is not a good move. With everyone avoiding MSQ roulette like the plague it's not only going to hurt this instance but every future MSQ instance.
The only way to get people in this roulette with unskippable cs is to chang the tomestones reward from 200 poetics to 200 mendacity
I know it is a MMO, but people who skip all the story just to play raid/pvp... I just think they are throwing entirely game in the trash can just for one or two content.
People can play they way the want, but there are some newbie/vets in the dungeon want to play reading the story. (Yes, I like rewatch cs)
You are right, this is not a single-player game and there are people who will queue for these people too and also keep queing for msq as well.
