I have it on good authority this is a special case, he's been banned/suspended multiple times before, I think the only reason they don't do anything here is on the off chance he ends up doing something really insane/stupid in reaction to getting banned again on another account which might have IRL consequences.

But it seems to be the case. They're actually afraid that given this person's history that acting may result in less desirable consequences than if they just let him have this stupid meaningless thread.
