If there are plans to make Empyrean weapons relevant again, will there be changes to the availability of heavy plates, riftcinder, and riftdross?

I get the sense that SE doesn't care about Empyreans. They are still the hardest to 119, are generally the weakest of the RME choices, and their unique WS aren't unique. Would it surprise anybody if they remained at the bottom of the ultimate weapon hierarchy?
