Are you in the starter cities still? You'll see the odd person there, but in general, most of them are in either Jeuno (20%?) or Adoulin (80%).

At your level, you're hanging out in the wrong zones. People hang out in Jeuno and Adoulin, where they can teleport to the events they want to do. There is very little reason to hang out in the starting cities unless you are hitting up a vendor or doing original missions.

Have you done /sea all to see how many people are on and where they are? It's not a single-player game yet, except for leveling and doing old missions. Current content requires you to be level 99, and you want to have Adoulin. Getting to 99 is a task of about a week for your first job, like maybe 30 hours of playtime. Once you do that, you can unlock all the teleport options, and you will go straight from town to near a battlefield for your event. People don't have to run through zones for an hour just to reach a battlefield. The grind has been cut out so you can get to the content when you want. The grind is still there in that you need to do events for gear, but since there are so many events, they removed the grind of travel and leveling.

Last I heard, Odin is still a populous server. Asura has the largest linkshell though for English-speaking players.
