Maybe on Ragnarok there is shouting for NI throughout the day. Now with geo and run getting their mythic equivulants with even easier requirements to get the quests started than the other 20 jobs is just silly.
Perhaps the question should be what are you talking about? I see a single Nyzul shout at most once a week, I leave a character logged in at almost all times, so either I'm overlooking them somehow or they're just not happening on Phoenix. If one server is without them, there are bound to be others the same. In either case, once Nyzul can be soloed(provided they're still going to change it so it can be as they said) those shouts will also shrivel up because people will be able to solo it. The more that can be soloed with Trusts, the more we need party incentives rather than disincentives such as penalties on XP or equal drop rates(Delve), and so on.
Assuming we're talking about old-game NI, my mule solo'd floor 1-->100 on PUP, it took a while because when you get the five lamps in order and they are on a complex map, or you get the 5 lamps same time, you have to warp and try again. Had good days with clearing lots of floors, but bad days with unlucky lamp floors. Its totally random luck and if you are soloing you need to be prepared to waste a lot of tags on fail /warpout runs. But it is possible my mule did it, although I will say it was certainly a big headache and absolutely zero fun. That's what I'm talking about though, right now it's terrible to solo. I wasn't meaning to imply it's not possible, it's just not really gonna happen without a lot of painful and annoying failures in the process due to lamps. The change they said they'd be doing was incorporating Trust NPCs into Nyzul in a way they could actually do the lamp floors with you. Mind you that's likely still a ways off since even a basic party system has yet to be introduced, it's still something that's in the works so far as we know. Once that's done the pain should be gone, it'll be 20 runs to go from 1 to 100 and any run someone wants to do just for a weapon will be just as easily completed with Trusts.

Well, my server has quite an active JP community with tons of JP /shout on JP time, some pt doesn't even need to /shout, they just recruit via /seacom. I've been seeing a lot of Einherjar/Nyzul /shout for sure. If you see Einherjar /shout you can probably ask them if they need Nyzul, most likely they'll need it.
On NA time it's pretty dead though, if you want token you probably need to stalk people in Einherjar/Nyzul making mythic and team up with them.
I can't read Japanese, nor do I think it should be a requirement to play the game/a truly acceptable work around for the game's issues. I do look up through shouts when I wake up however to check and see if anything I needed was shouted for, I figure if someone shouts for something uncommon like Tenzen or Ouryu they may do it again while I'm on so I like to keep an eye out, that being said unless the shout is in Japanese I shouldn't be missing it, and Nyzul shouts just aren't happening. As for hitting people up who do Einherjar I admit that should probably work provided they're not full.
The fact it's dead is the issue and why something needs changed. As for your advice, it's no real solution. But in the end be it Nyzul or not we need more/better rewards for having more people, if we don't this will only continue to get worse and worse while people take fewer and fewer people, or don't even try to get more people. Meeble Burrows had that system and it encouraged people to fill the party even when you didn't need to just for extra points, if we had that kind of incentive in more content like XP, Job Points, Delve, you name it, these would be a lot more inclusion in this game than the exclusion we see right now.
